Explanation

 

1.  BACKGROUND:  This legislation authorizes the Director of Public Utilities to modify (Mod #1) an existing engineering agreement with Brown & Caldwell for the Scioto Main Sanitary Pump Stations, CIP 650886-100000. The purpose of contract modification number one is to redirect the engineer’s previous scope of services and remaining funds to perform tasks which are more aligned with the found field conditions during the initial project investigation phase.  Modification #1 will not require additional funds to prepare final construction plans for this project.  Another contract modification will be necessary to provide funds for the bidding and construction phases of this project.

2.  THE PROJECT TIMELINE: The lead engineer shall submit a draft and a final PDR (Preliminary Design Report) report, perform a large diameter condition assessment for the Scioto Main, provide a technical memorandum and deliver consolidated inspection records for the condition assessment, provide one (1) set of pump station (or alternative solution) construction plans in CC drawing format with specification documents, provide one (1) set of sanitary sewer and manhole rehabilitation construction plans in CC drawing format with specification documents, provide all easement documents and associated plan drawings, and complete all project tasks (excluding construction coordination phase) for this project within 365 days after the notice to proceed is issued.

 

3.  EMERGENCY DESIGNATION:  An emergency designation is not requested at this time.

5.  ECONOMIC IMPACT: The City previously commissioned a field inspection and report on the condition of numerous manholes on the Scioto Main trunk sanitary sewer and related tributary sewers.  The final report indicated many manholes are structurally deficient and cannot withstand surcharge above their corresponding top of casting elevation.  The surcharging of the manholes is necessary for the successful activation of the McKinley Avenue overflow structure which protects West Columbus from surface flooding.  This manhole deficiency prevents the City of Columbus from completing certain phases of the Corps approved protection plan for the West Columbus Local Protection Project (WCLPP) during Scioto River flood events.

 

6.  FISCAL IMPACT: This is a zero ($0) dollar contract modification, no fiscal impact.

To authorize the Director of Public Utilities to modify the scope of services for an existing engineering services agreement with Brown & Caldwell for the Scioto Main Sanitary Pump Stations. ($0.00)

 

Body

 

WHEREAS, the original contract, EL0174473, was  authorized by Ordinance 1651-2015, passed July 20, 2015, executed by the Director August 18, 2015; approved the City Attorney September 02, 2015; and certified by the Auditor on September 03, 2015; and

 

WHEREAS, this modification (Mod#1) is to redirect the previous scope of services and remaining funds to perform tasks which are more aligned with what was found in the field conditions during the initial project investigation phase; and

 

WHEREAS, this project will extend the remaining useful life of the most critical sewers within the City by making necessary repairs; and

 

WHEREAS, the overall purpose of this project is to perform a sewer condition assessment of all combined sewers larger than 36” in the downtown area as well as sanitary sewers 36” and larger that have not been previously televised to determine the debris accumulation and structure integrity of the pipes; and

 

WHEREAS, this modification will not require additional funds ($0) to prepare final construction plans for this project.  Another contract modification will be necessary to provide funds for the bidding and construction phases of this project; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to modify (Mod #1) an existing engineering agreement with Brown & Caldwell for the Scioto Main Sanitary Pump Stations, CIP 650886-100000, at the earliest practical date; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to  modify (Mod #1) an engineering agreement with Brown & Caldwell, 4700 Lakehurst Court, Columbus, Ohio 43016, for the Scioto Main Sanitary Pump Stations Project in accordance with the terms and conditions as shown in the agreement on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That this modification (Mod #1) is a zero ($0) dollar modification to contract EL0174473 which was authorized by Ordinance 1651-2015, passed July 20, 2015.

 

SECTION 3.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

SECTION 4. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
