Explanation
BACKGROUND: This ordinance authorizes the City Auditor - Division of Income Tax to solicit bids for the purchase, full parts warranty, delivery, and installation of telephone communications equipment, software, and related licenses.   This equipment is a Voice Over IP (VOIP) system and was selected over traditional telephone equipment due to enhanced methods of monitoring productivity and increased security measures.  Additionally, the current equipment used within the Income Tax Division is no longer being manufactured.  
 
The VOIP telephone equipment will be operated using existing City-owned fiber and leased infrastructure, therefore reducing the monthly recurring costs of the current equipment.  The equipment will be installed in the City's Division of Income Tax.  Following acquisition, the equipment will be maintained by the City's Division of Communications, Department of Public Safety.   
 
This ordinance also authorizes the amendment of the 2011 Capital Improvement Budget (CIB) and authorizes the City Auditor to transfer funds between projects within the Governmental B.A.B.'s Fund.
 
Bid Information:  Competitive bids will be solicited for this purchase.  
 
 
EMERGENCY DESIGNATION:    Emergency designation is requested in order to avoid any possibility of delay in soliciting bids for equipment purchase, delivery and installation.
 
 
FISCAL IMPACT:   This ordinance authorizes an expenditure of not to exceed $150,000.00 from the Governmental B.A.B.'s Fund for the purchase, full parts warranty, delivery and installation of VOIP telephone communications equipment, software, and related licenses.  The 2011 CIB is also amended and funds transferred between projects to properly align cash and appropriations with projected expenditures.

Body
WHEREAS, there is a need to install a new communications system for the Division of Income Tax, and
 
WHEREAS,   the current equipment used within the Division of Income Tax is no longer being manufactured, and
 
WHEREAS,   the long term cost for this mode of telephone service is substantially less than that of the present service, and
 
WHEREAS,   the new service will provide enhanced methods of monitoring productivity and increased security, and
 
WHEREAS,   service through the Division of Communications, Department of Public Safety, includes battery back-up to ensure communication with taxpayers during a power outage
 
 
WHEREAS, it is necessary to amend the 2011 Capital Improvement Budget and transfer cash between projects in the Governmental B.A.B.'s Fund, and
 
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Income Tax, in that it is immediately necessary to authorize the City Auditor - Division of Income Tax to solicit bids for the purchase, full parts warranty, delivery, and installation of telephone communications equipment, software, and related licenses in an effort to avoid any disruptions in communications, thereby preserving the public health, peace, property, safety and welfare, now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That from the unappropriated balance in Fund 746, and from any and all sources unallocated for any other purpose during the fiscal year ending December 31, 2011, the sum  of $150,000.00, be and hereby is appropriated to Dept. 45-01,   Project 746999-100000,  Governmental B.A.B.'s Interest Earnings, OCA 746999, Object Level Three 6651.
 
SECTION 2.  That the City Auditor be and hereby is authorized to transfer up to $150,000.00 or as much as may be needed within the Governmental Build America Bonds Fund No. 746 as follows:
 
From:  Dept. 45-01 Project 746999-100000, Governmental BAB Interest Earnings, minor object level 6651, $150,000.00
To:  Dept. 22-02, Project 746222-100000,  Communication Equipment, minor object level 6651, $150,000.00
 
 
SECTION 3.  That the 2011 Capital Improvement Budget be amended as follows:

SECTION 4.   That the City Auditor be and hereby is authorized to expend up to $150,000.00 or as much as may be needed as follows:

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source associated with this ordinance.
 
SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund when the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
SECTION 7.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated.  
 
SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor of ten days after passage if the Mayor neither approves nor vetoes the same.
