Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Chester Engineers (formerly ATS-Chester Engineers), for professional engineering services for Snouffer Rd. at Olentangy River Rd. Stormwater System Improvements. This project will provide roadside drainage along both sides of Snouffer Road between Olentangy River Road and Pine Meadows Ct to mitigate street and yard flooding in the project vicinity as well as pavement scour and erosion along Snouffer Road as it approaches Olentangy River Road.
2. ENGINEERING CONTRACT AWARD: Chester Engineers was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". Thirty-seven statements of qualifications were received and opened on July 15, 2005. Requests for Cost Proposals (RFP's) were sent to five firms having the experience necessary to complete the project; Chester Engineers, Kabil Associates, Ribway Engineering Group, R.W. Armstrong, and Stone Environmental. All five consultants submitted RFP's on September 14, 2006.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce.
Based upon these criteria, Chester Engineers was selected as the highest-ranked bidder. Their Contract Compliance Number is 20-2401674 and it expires on March 25, 2008.
3. FISCAL IMPACT: This legislation includes a transfer within the Storm Sewer Bonds Fund to provide sufficient funding for the project, as well as an amendment to the 2006 Capital Improvements Budget to provide sufficient authority.

WHEREAS, Requests For Statement of Qualifications were received and opened on July 15, 2005 for engineering services for the Snouffer Rd. at Olentangy River Rd. SSI project; and
WHEREAS, Chester Engineers, was selected based on the following criteria: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce; and
WHEREAS, it is necessary to transfer money within the Storm Sewer Bond Fund for the Snouffer Rd. at Olentangy River Rd. SSI project; and
WHEREAS, it is necessary to authorize the Director of Public Utilities to enter into an agreement for professional engineering services to mitigate poor drainage and other stormwater problems; and
WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director of Public Utilities to enter into an agreement for professional engineering services, for the Snouffer Rd. at Olentangy River Rd. Stormwater System Improvements Project, now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor is hereby authorized to transfer $36,976.92 within the Storm Sewer Bonds Fund, Fund 685, Division of Sewerage and Drainage, Division 60-15, Object Level One 06, Object Level Three 6621, as follows:

SECTION 2. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 3. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 4. That the Director of Public Utilities be and hereby is authorized to execute an agreement with Chester Engineers, 88 East Broad St., Suite 2025, Columbus, Ohio 43215, for the Division of Sewerage and Drainage, for professional engineering services in accordance with the terms and conditions on file in the office of the Division of Sewerage and Drainage.
SECTION 5. That the said engineering firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.
SECTION 6. That for the purpose of paying the cost of the professional engineering services contract, the following expenditure, or as much thereof as may be needed, be and the same is hereby authorized as follows: Division 60-15, Fund 685, Project 610767, Object Level One 06, Object Level Three 6621, OCA Code 685001, Amount $136,976.92.
SECTION 7. That the 2006 Capital Improvements Budget Ordinance No. 1108-2006 is hereby modified as follows, to provide sufficient budget authority for the expenditure herein:
