Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Traditional Hardwood Floors, LLC for the Gym Floor Refinishing 2025 Project. The contract amount is $62,978.00, with a contingency of $10,522.00 and alternates of $500.00, for a total of $74,000.00 being authorized by this ordinance.

 

The Gym Floor Refinishing Program was established by the Columbus Recreation and Parks Department to standardize material specifications and to establish a schedule for maintenance. The program occurs annually in community centers and athletic complexes. The program includes sanding, screening, and paint re-touches for gym floors, stages, and dance floors. This annual program maintains a quality surface on the floors in the most long-term and cost-effective manner for the department.

 

Vendor Bid/Proposal Submissions (Office of Diversity and Inclusion designation status): Proposals were advertised to firms that were pre-qualified through the bi-annual Request for Statement of Qualification (RSFQ) process, in accordance with City Code Section 329, on February 25, 2025 and received by the Recreation and Parks Department on March 18, 2025. Request for proposals were received by the following companies:

In accordance with City Code, a selection team evaluated the proposals and recommended Traditional Hardwood Floors, LLC be selected to perform the work. The firm was chosen based on their referenced projects, experience, qualifications, availability, timeline and project approach.

Emergency Justification: Emergency action is requested to ensure the contractor can accommodate the community center schedules and not impact resident participation in their paid center programming activities.

 

Benefits to the Public: This project will provide residents with high quality flooring surfaces for full enjoyment of center programming and athletics. This project will help ensure ADA-compliance, safe playing surfaces, and aesthetically pleasing floors. Ensuring a consistent level of service for all floors enables all residents to experience access to quality wellness and athletic programs at their local facilities.

 

Community Input/Issues: These floors are on a rotating schedule for screening and sanding treatments. However, any outstanding issue on a floor, such as significant damage or new sport court lines needed, was communicated by center staff and has been included.

Master Plan Relation: This project will support the Recreation and Parks Master Plan by updating sports-related parks to keep them in line with the revenue they bring in and strategically prioritizing center improvements.

 

Fiscal Impact: $74,000.00 is budgeted and available from within the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this contract.

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Traditional Hardwood Floors, LLC for the Gym Floor Refinishing 2025 Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $74,000.00 from the Recreation and Parks Operating Fund 2285; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with Traditional Hardwood Floors, LLC to ensure the contractor can accommodate the community center schedules and not impact resident participation in their paid center programming activities, all for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Recreation and Parks Department be and is hereby authorized to enter into contract with Traditional Hardwood Floors, LLC for the Gym Floor Refinishing 2025 Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That for the purpose stated in Section 1, the expenditure of $74,000.00, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Operating Fund 2285 per the accounting codes in the attachments to this ordinance.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
