Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to renew a contract, on behalf of the Facilities Management Division, with Winnscapes, Inc. for snow removal services for facilities under the purview of the Facilities Management Division. A listing of specific locations can be viewed in the attachment to this ordinance.
Ordinance 3115-2023 authorized the initial contract with Winnscapes, Inc. pursuant to a formal bid solicited by the Facilities Management Department on December 4, 2023. This ordinance seeks authority to exercise the second (2nd) of four (4) annual renewal options.
Winnscapes, Inc. EBO-CC, expiration date September 29, 2027.
Fiscal Impact: This ordinance authorizes the expenditure of $250,712.88 from the general fund with Winnscapes, Inc. for snow removal services for locations under the purview of the Facilities Management Division. These funds are budgeted and available within the Facilities Management General Fund operating budget.

To authorize the Finance and Management Director to renew a contract, on behalf of the Facilities Management Division, with Winnscapes, Inc. for snow removal services; and to authorize the expenditure of $250,712.88 from the general fund. ($250,712.88)
Body
WHEREAS, the Facilities Management Division solicited formal bid requests in October 2023 for snow removal services for locations under the purview of the Facilities Management Division and Winnscapes, Inc. was deemed the lowest, responsive and responsible bidder; and
WHEREAS, Ordinance 3115-2023 authorized the initial contract with Winnscapes, Inc.; and
WHEREAS, Ordinance 2892-2024 authorized the first (1) contract renewal with Winnscapes, Inc.; and
WHEREAS, it is necessary to authorize the second (2nd) of four (4) annual renewal options with Winnscapes, Inc. for snow removal services for locations under the purview of the Facilities Management Division; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management to authorize the Director to renew a contract with Winnscapes, Inc. for snow removal services for locations under the purview of the Facilities Management Division; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to renew a contract, on behalf of the Facilities Management Division, with Winnscapes, Inc. for snow removal services for facility locations under the purview of the Facilities Management Division.
SECTION 2. That the expenditure of $250,712.88, or so much thereof as may be needed, is hereby authorized in the general fund 1000, in Object Class 03 Contractual Services per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
