Title: To authorize the City Auditor to transfer of $13,435.00 between minor object levels and the appropriation of $445,436.00 within the Private Construction Inspection Fund for the purpose of providing funding for personnel expenses paid from said fund for the Division of Design and Construction; and to declare an emergency. Explanation

1. BACKGROUND

The Division of Division of Design and Construction requires the transfer and appropriation of funds within the Private Construction Inspection Fund to allow for sufficient authority to pay for personnel expenses. 

 

The transfer of funding is necessary so that expenses match revenue.  In this case, personnel expenses are from utilization of inspectors for private development projects.  These inspectors are being paid out of Fund 518, the Construction Inspection Fund, which is utilized for capital infrastructure projects.      

 

2. EMERGENCY DESIGNATION

Emergency action is requested to allow these funds to be in place for immediate use for the above mentioned operational needs within the Division of Design and Construction.

 

3. FISCAL IMPACT

This ordinance authorizes the transfer of cash and appropriation in the amount of $13,435.00 between minor object levels and supplemental appropriation of $445,436.00 for personnel expenses within the private construction inspection fund.

Body

WHEREAS, it is necessary to transfer and appropriate funds within the Private Construction Inspection Fund to provide sufficient authority for necessary personnel expenses; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Planning and Operations in that it is immediately necessary to authorize additional authority to provide funding for personnel expenses incurred by the Division of Design and Construction for the preservation of public health, peace, property, safety and welfare; now therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  To move cash and appropriation between minor object levels within the Private Construction Inspection Fund, Fund 241, as follows:

SECTION 2.  That from the unappropriated balance of the Private Construction Inspection Fund, Fund 241,  and from all  monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2011 the appropriation of $445,436.00 be and hereby is authorized as follows for the Division of Design and Construction, Dept.-Div. 59-12:

SECTION 3.  That this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
