Explanation
 
TO THE HONORABLE MEMBERS OF CITY COUNCIL:
 
This ordinance authorizes the expenditure of $42,036.00 for anticipated expenses associated with a contract extension for February and March, 2004  with Willo Security, Inc.  Willo Security, Inc. provides security guard services at the Municipal Court Building.  This extension is pursuant to their current contract with the Municipal Court, authorized by Ordinance No. 1576-2003, which passed City Council on 6/23/03.  This action is necessary until the passage of pending  Ordinance No. 0130-2004. The pending ordinance is to award  a contract to Willo Security, Inc., for the first year of a potential four year contract.

EMERGENCY ACTION  is requested in order to continue, uninterrupted,  security services at the Municipal Court Building.
 
FISCAL IMPACT:  $42.036.00 represents approximately 1/6th of the original allocation of $286,000.00 within our 2004 Special Projects Fund for this expense.

Whereas, the continuation of security guard services in the Municipal Court Building located at 375 S. High Street, effective February 1, 2004, is absolutely necessary for the safety and welfare of the employees and the general public, and
 
Whereas, a sixty (60) day contract extension with Willo Security, Inc., should  provide sufficient time to secure passage of  Ordinance No. 0130-2004, created on 1/12/04, and
 
Whereas, it is necessary to authorize the Administrative/Presiding Judge of the Franklin County Municipal Court to enter into this contract extension with Willo Security, Inc., effective February 1, 2004, so as to continue the secure, daily operation of the court, and for the security of the general public and of other tenants within the court building, and
 
Whereas, an emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to enter into said contract extension to secure the interrupted provision of security services; now therefore;
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Franklin County Municipal Court, through the Administrative/Presiding Judge, be and is, hereby authorized to enter into a sixty (60) day contract extension with Willo Security, Inc., for the provision of security guard services in the Municipal Court Building.
 
SECTION 2.  That the expenditure of $42,036.00 beginning February 1, 2004  to March 31, 2004 , or so much thereof as may be necessary, is authorized to be expended from the Municipal Court Special Projects Fund, Fund No. 226, Department No. 25-01, OCA Code 226001, Object Level One 03, Object Level Three 3336, to pay the cost thereof.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after passage if the Mayor neither approves nor vetoes the same.
