Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify Empowerment Zone (EZ) contracts with the Columbus Compact Corporation by increasing the contract amounts. Per a Compact board-approved proposal, these modifications will increase the EZ Community Values and Cultural Life contract DL007915 by $122,827. The revised contract amount will be $742,104. Contract DLl010438, EZ Administration, will be increased by $70,827.00 for a revised contract amount of $331,582. The Neighborhood Life initiative, contract DL010131 will be increased by $77,171 for a revised contract amount of $207,019. These modifications are necessary to provide the Columbus Compact with additional funds to administer on-going activities related to Community Values and Cultural Life, Neighborhood Life and EZ Administration programs as part of Round II Initiatives of the Empowerment Zone Strategic Plan.
This legislation is presented as an emergency to allow the Columbus Compact to administer current programs without interruption.
FISCAL IMPACT: Funds for these increases are from EZ 2002 Implementation Funds. Companion legislation 1323-2005 reduces the funding for the Empowerment Zone Economic Opportunity program contract DL007922 by $270,825. This partial cancellation of Dl007922 will provide sufficient funds to increase the aforementioned EZ contracts.

To authorize the Director of the Department of Development to modify Empowerment Zone contracts with the Columbus Compact Corporation; to authorize the expenditure of $270,825 from the General Government Grant Fund; and to declare an emergency. ($270,825)

WHEREAS, the Director of the Department of Development desires to modify Empowerment Zone contracts, DL007915 - Community Values and Cultural Life, DL010438 - Administration, and DL010131 Neighborhood Life with the Columbus Compact Corporation by increasing the contract amounts; and
WHEREAS, these modifications will provide the Columbus Compact Corporation with additional funds to provide these Initiatives on behalf of the City; and
WHEREAS, this legislation is presented as an emergency to provide funding for these initiative and to avoid interruptions in the implementation of current programs; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to modify these contracts with the Columbus Compact Corporation by increasing the contract amounts for the preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to modify the following Empowerment Zone contracts with the Columbus Compact Corporation by increasing the combined contract amounts by a total of $270,825:

Section 2. That these modifications are awarded pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.
Section 3. That for the purposes stated in Section 1, the expenditure of $270,825, or so much thereof as may be deemed necessary, be and is hereby authorized to be expended from the Department of Development, Department 44-01, Fund 220, Grant No. 449006, Object Level One 03, Object Level Three 3337, as follows:

Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
