Explanation

 

This ordinance will authorize the Director of Columbus Recreation and Parks Department to exercise and option to renew the contract for year two (2) and to add funding in the amount of $150,000.00, with Damron Barry M dba Above Sound and Lighting. The first year of the three-year term was authorized by Ordinance 1014-2025.

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to exercise and option to renew the contract for year two (2) and to add funding in the amount of $150,000.00, with Damron Barry M dba Above Sound and Lighting for Audio, Video, Lighting and Stage Production Services. The contract amount for the 2026 Jazz and Rib Fest is $99,177.40.  The contract amount for the 2026 CBUS Soul Fest is $42,271.48. There is a contingency of $8,551.12 for a total amount of $150,000.00.

 

Jazz and Rib Fest and CBUS Soul Fest are both annual events that are hosted by the Special Events Office of Recreation and Parks. Jazz and Rib Fest is Columbus’ largest free outdoor music festival and one of the nation’s largest rib cook-offs. In order to accommodate performers, Audio, Video, Lighting and Stage Production Services are needed. 

 

The event dates are:  Jazz and Rib Festival - July 24-26, 2026 and CBUS Soul - September 4-5, 2026.  The contract term shall commence July 19, 2026 and end September 9, 2026.

The contract amount for Jazz and Rib Festival shall be $99,177.40

The contract amount for CBUS Soul shall be $42,271.48

The contract amount for contingencies shall be $8,551.12

The Total Contract amount shall be $150,000.00.

 

1.1                     The amount of additional funds to be expended: The total amount of additional funds needed for this contract is $150,000.00. Original contract approved in Ordinance 1014-2025. Total contract amount, including this amount, is $377,113.09.

1.2                     Reasons additional goods/services could not be foreseen: The need for additional funds were expected and approved at the time of the initial contract, Ordinance 1014-2025.

1.3                     Reason other procurement processes are not used: Procurement was completed by the posting of RFQ029597 on Vendor Services on February 13, 2025, and the authorization of Ordinance 1014-2025.

1.4                     How cost of modification was determined: The cost is based upon estimated requirements for 2026 at rates established in the existing contract, approved in Ordinance 1014-2025.

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to exercise and option to renew the contract for year two (2) and to add funding in the amount of $150,000.00, with Damron Barry M dba Above Sound and Lighting for Audio, Video, Lighting and Stage Production Services for the 2026 Jazz and Rib Fest and CBUS Soul; and

 

WHEREAS, it is necessary to authorize the expenditure of $150,000.00 from the Recreation and Parks Operating Fund 2285; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to exercise and option to renew the contract for year two (2) and to add funding in the amount of $150,000.00, with Damron Barry M dba Above Sound and Lighting for Audio, Video, Lighting and Stage Production Services for the 2026 Jazz and Rib Fest and CBUS Soul Fest.

 

SECTION 2. That the expenditure of $150,000.00 or so much thereof as may be needed, is hereby authorized in Recreation & Parks Operating Fund 2285, or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized per the accounting codes in the attachment to this ordinance

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
