Explanation

 

BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with the General Maintenance & Engineering Company for the JPWWTP ACB Roof Replacement project, Contract SCP 05JP, CIP 650234-100002. The JPWWTP Aeration Control Building (ACB) B roof was last replaced in 1957, is 58 years old and is experiencing numerous failures/leaks.  In order to protect the existing structure, process equipment and electrical system components housed within, a roof replacement is required. This is a contract for the complete roof replacement of the Jackson Pike Wastewater Treatment Plant Aeration Control Building B.   The work for which consists of roof removal to the deck, new roof system installation including modifications to the roof drains for compliance with Local Building Codes, reinstallation of lightning protection systems and other such work as may be necessary to ensure that the building is operational and watertight

 

PROJECT TIMELINE: Contract work is required to be completed in a manner acceptable to the City within 90 days from the date that a Notice To Proceed (NTP) is given by the City.

 

PROCUREMENT INFORMATION: The Department of Public Utilities advertised for competitive bids for the JPWWTP ACB B Roof Replacement project in the City Bulletin in accordance with the overall provisions of Chapter 329 of Columbus City Codes. The bids were opened on July 22, 2015. Two (2) companies submitted bids for this project. The following companies submitted bids:

The bids were evaluated using the bid tab and quality factor forms and it was determined that the General Maintenance & Engineering Company was the lowest responsive, responsible, and best bid.

 

This company is not debarred according to the Federal Excluded Parties Listing or the State Auditor's Findings for Recovery Database.

Emergency Designation:  Emergency designation is requested.

 

Justification for Emergency Designation: The integrity and life span of the newly installed roof is directly tied to the weather conditions.  Roofing cannot be applied during precipitation, or the threat of precipitation, it cannot take place when ambient temperatures are below 40 degrees F, and cannot occur if asphalt temperatures are not able to be maintained at 425 degrees F.  Emergency legislation is needed to ensure that this roof is completed before the onset of winter and temperatures that will not allow the proper application of the roofing system.

 

ECONOMIC IMPACT: Roof replacement of a failed roofing system provides watertight environmental controls to the important process equipment and building components housed in the structure.  Removal and replacement of the failed equipment, electronic and electrical components, would be a major impact to the budget. No community outreach or environmental factors are considered for this project.

 

FISCAL IMPACT: This ordinance authorizes the transfer within and the expenditure of up to $1,069,311.60 from the Sanitary Sewer General Obligation (G.O.) Bond Fund, Fund 664 and an amendment the 2015 Capital Improvement Budget to establish sufficient budget authority for this ordinance.

Bond Fund; to amend the 2015 Capital Improvements Budget; and declare an emergency. ($1,069,311.60)

 

Body

 

WHEREAS, the Department of Public Utilities advertised for competitive bids for the JPWWTP ACB B Roof Replacement project, Contract SCP 05JP, on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Code; and

 

WHEREAS, two companies submitted bids for this project and the General Maintenance & Engineering Company was selected using the bid tab and quality factor process; and

 

WHEREAS, it is necessary to complete this project because the current roof is 58 years old and is experiencing numerous failures/ leaks; and

 

WHEREAS, it is necessary for City Council to authorize the transfer within and expenditure of funds from the Sanitary Sewer System GO Bond Fund, Fund 664; and

 

WHEREAS, it is necessary to amend the 2015 Capital Improvements Budget for purposes of creating and providing sufficient budget authority for the aforementioned expenditures; and

 

WHEREAS, an emergency exists in the usual daily operations of the Division of Sewerage and Drainage, Department of Public Utilities, in that it is immediately necessary to authorize the Director to enter into a construction contract with General Maintenance & Engineering Company for the JPWWTP ACB B Roof Replacement project, Contract SCP 05JP for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities be, and hereby is, authorized to enter into a construction contract with the General Maintenance & Engineering Company, 1231 McKinley Ave., Columbus, Ohio 43222 for the JPWWTP ACB B Roof Replacement project, Contract SCP 05JP, in accordance with the terms and conditions as shown in the agreement on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2. That the City Auditor is hereby authorized to transfer $1,069,311.60 within the Department of Public Utilities, Division of Sewerage and Drainage, Sanitary Sewer General Obligation Bond Fund No. 664 | Obj. Lvl Three: 6630 as follows:

SECTION 4.  That the Director of Public Utilities be and hereby is authorized to expend up to $1,069,311.60 from the Sanitary Sewer General Obligation Bond Fund, Fund 664 for the  Div. 60-05 | Obj. Lvl Three 6630.

SECTION 5.   That the said firm the General Maintenance & Engineering Company, shall perform the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage and Drainage.

 

SECTION 6.   That the City Auditor is hereby authorized to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be made from a project by monies from more than one source.

 

SECTION 7.   That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 9.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
