Explanation

BACKGROUND

The purpose of this ordinance is to authorize the Director of Recreation and Parks on behalf of the Central Ohio Area Agency on Aging (COAAA), to enter into a not-for-profit services contract with The Ohio State University Department of Psychiatry and Behavioral Health to conduct clinical mental health counseling for identified older adult clients for the period of October 1, 2024, through September 30, 2025.

FISCAL IMPACT: Total appropriation is $50,000.00 and is available within the Recreation and Parks Grant Fund. These contracts are awarded pursuant to City Code Sections 329 relating to non-profit service contracts, such that the services provided by The Ohio State University Department of Psychiatry and Behavioral Health cannot be provided by existing city employees as the Department lacks the human resources or staff to provide the services contemplated by the contract.

 

Title

To authorize the Director of the Recreation and Parks Department on behalf of the Central Ohio Area Agency on Aging to enter into a not-for-profit services contract with The Ohio State University Department of Psychiatry and Behavioral Health to conduct clinical mental health counseling for identified older adult clients; to authorize an expenditure of $50,000.00 within the Recreation and Parks Grant Fund. ($50,000.00)

Body

WHEREAS, The Ohio State University Department of Psychiatry and Behavioral Health has made clinicians available to conduct mental health counseling for identified older adult clients in need of support; and

WHEREAS, the Central Ohio Area Agency on Aging received funds from the Ohio Department of Aging to provide home and community-based services for low-income older adult residents of Central Ohio; and

WHEREAS, $50,000.00 is available in the Recreation and Parks Grant Fund for expenditure to provide for this need; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of the Recreation and Parks Department is hereby authorized to enter into a not-for-profit services contract with The Ohio State University Department of Psychiatry and Behavioral Health to conduct clinical mental health counseling for identified older adult clients.

SECTION 2. That this contract is awarded pursuant to City Code Sections 329 relating to non-profit service contracts. Pursuant to City Code Section 329, the services provided by The Ohio State University Department of Psychiatry and Behavioral Health cannot be provided by existing city employees as the Department lacks the human resources or staff to provide the services contemplated by the contract.

 

SECTION 3. That the expenditure of $50,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Recreation and Parks Grant Fund, Department No. 51, Fund No. 2286, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the expenditure is hereby authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
