Explanation   

1.  BACKGROUND

This ordinance authorizes the Director of Public Utilities to enter into a construction contract with JLD Construction Services, LLC, for the Krieger Court Stormwater Improvements Project, CIP 611037-100000, in an amount up to $2,565,522.66; and to encumber funds with the Department of Public Service for prevailing wage verification services in an amount up to $2,000.00, for a total expenditure of $2,567,522.66.

 

Work consists of the addition of a control structure to an existing stormwater drainage basin and the replacement of storm sewers downstream of the basin, and other such work as may be necessary to complete the contract, in accordance with the technical specifications, and City of Columbus Construction and Material Specifications as set forth in the Invitation For Bid.  The goal of this project is to improve standing water and stormwater drainage issues for the neighborhood.  This project will increase the stormwater capacity of service for Alkire Road.

 

The Columbus Community is 52-Westland.

 

TIMELINE: All work shall be substantially complete within 270 calendar days of the Notice to Proceed, with final completion to occur within 300 calendar days. The contract will end when the work is completed and accepted by the City.

 

ESTIMATED COST OF PROJECT: 

The bid amount and proposed award amount is $2,565,522.66, including a 15% construction contingency amount that will be utilized to fund needed and approved changes in the work. No contract modifications are anticipated at this time; however, construction exigency might later compel modification of this contract, if unforeseen difficulties are encountered.

2.  ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT

Work will include the addition of a control structure to an existing stormwater drainage basin and the upsizing of storm sewers downstream of the basin in a currently undersized system. The goal of this project is to improve standing water and stormwater drainage issues in the neighborhood based on received resident complaints. This project will increase the stormwater capacity of service for Alkire Road.

3. BID INFORMATION

This project was formally advertised on the Vendor Services and Bid Express websites from January 20, 2026, through February 25, 2026. Four bids were received:

The bids were deemed responsive. JLD Construction Services, LLC’s, certification was in good standing at the time of the bid award.

 

4.  CONTRACT COMPLIANCE INFORMATION

JLD Construction Services, LLC’s contract compliance number is CC-041179 and expires 2/17/2028. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against JLD Construction Services, LLC.

 

As part of their proposal, JLD Construction Services, LLC has proposed the following subcontractors to perform contract work:

The contractor and the subcontractor’s certifications were all in good standing at the time the bid was awarded.  

 

5. PRE-QUALIFICATION STATUS

JLD Construction Services, LLC and all subcontractors have met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.

 

6.  FISCAL IMPACT

This project is anticipated to be financed with a loan from the Water Pollution Control Loan Fund (WPCLF), a program jointly administered by the Ohio EPA's Division of Environmental and Financial Assistance and the Ohio Water Development Authority (OWDA). City Council authorized this loan application and acceptance of funding via Ordinance 3119-2025, passed by Council on 12/15/2025. This loan is expected to be approved at the OWDA April 2026 Board meeting. This ordinance is contingent upon the loan being approved by OWDA. The Department of Public Utilities will inform the Auditor's Office when this loan has been approved. Funds must be appropriated in the OWDA Storm Sewers Fund, Fund 6211.  This is a reimbursement loan. The Department of Public Utilities must pay JLD Construction Services, LLC and then submit the invoices paid to OWDA for reimbursement. 

 

Funding in the amount of $2,000.00 is appropriated and available within the Storm Sewer Bond Fund, Fund 6204, to pay the Department of Public Service to provide prevailing wage services for this project.  An amendment to the 2025 Capital Improvement Budget is necessary to align budget authority with the proper project. A transfer of cash and appropriation is needed to align cash and appropriation with the proper project.

Body

WHEREAS, the Department of Public Utilities is engaged in the Krieger Court Stormwater Improvements Project; and

 

WHEREAS, four bids for the Krieger Court Stormwater Improvements Project were received and opened on February 25, 2026; and

 

WHEREAS, the lowest, best, most responsive and responsible bid was from JLD Construction Services, LLC; and

 

WHEREAS, Ordinance 3119-2025 authorized this project to be funded by a loan to be obtained through the Water Pollution Control Loan Fund (WPCLF) Loan Account; and

 

WHEREAS, this ordinance is contingent upon that loan being approved; and

 

WHEREAS, the 2025 Capital Improvement Budget must be modified to align budget authority with the proper project; and

 

WHEREAS, funds must be appropriated within the OWDA Storm Sewers Fund, Fund 6211; and

 

WHEREAS, it is necessary to authorize a transfer of cash and appropriation between projects within the Storm Sewer Bond Fund, Fund 6204, to pay for payment of prevailing wage services; and

 

WHEREAS, it is necessary to authorize an expenditure of funds from the OWDA Storm Sewers Fund, Fund 6211, to pay for the project; and

 

WHEREAS, it is necessary to expend funds from the Storm Sewer Bond Fund, Fund 6204, to provide for payment of prevailing wage services associated with said project; and

 

WHEREAS, it has become necessary in the usual daily operation to authorize the Director of the Department of Public Utilities to enter into a construction contract with JLD Construction Services, LLC for the Krieger Court Stormwater Improvements Project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the 2025 Capital Improvement Budget authorized by Ordinance 1790-2025 be amended as follows to establish sufficient budget authority for this project:

SECTION 2.  That the appropriation of $2,565,522.66, or so much thereof as may be needed, is hereby authorized in the OWDA Storm Sewers Fund, Fund 6211, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the transfer of $2,000.00, or so much thereof as may be needed, is hereby authorized between projects within the Storm Sewer Bond Fund, Fund 6204, per the account codes in the attachment to this ordinance.

 

SECTION 4.  That this ordinance is contingent upon the Ohio Water Development Authority's Board approving the loan for this project.

 

SECTION 5.  That the Director of Public Utilities is hereby authorized to enter into a construction contract for the Krieger Court Stormwater Improvements Project with JLD Construction Services, LLC, 1100 North Cassady Avenue, Columbus, Ohio 43219, in an amount up to $2,565,522.66; in accordance with the terms and conditions of the contract on file in the Department of Public Utilities; and to obtain the necessary prevailing wage verification services for this project from the Department of Public Services in an amount up to $2,000.00.

 

SECTION 6.  That the expenditure of $2,567,522.66, or so much thereof as may be needed, is hereby authorized to pay for this contract per the accounting codes in the attachment to this ordinance.

 

SECTION 7.  That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 9.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 10.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
