Explanation

 

BACKGROUND:  The purpose of this ordinance is to amend Ordinances 2571-2025 and 3350-2025 in order to authorize the advanced payment of grant funds per a predetermined schedule to be included in the agreement which language was inadvertently not included when the legislation was originally passed  These grant funds will be paid to Aspyr, a not-for-profit organization, in an amount up to $300,000.00 to allow for the implementation of the 2026-2027 EDGE Program.

 

FISCAL IMPACT:  No additional funds are requested at this time.  Auditor’s Certificate #ACPO012448 from Ordinance 2571-2025 and #ACPO012711 from Ordinance 3350-2025 will be utilized to establish the new advance payment grant agreement after this Ordinance is passed.

 

EMERGENCY DESIGNATION:  The Civil Service Commission respectfully requests this legislation be considered for emergency action to allow for advanced payment of the grant funds to proceed per the predetermined schedule within the grant agreement.

To amend Ordinances 2571-2025 and 3350-2025 to authorize the Executive Director of the Civil Service Commission to enter into an advance payment grant agreement with Aspyr, a not-for-profit organization which authorization was inadvertently omitted when the legislation was passed, and to declare an emergency.  ($0.00)

 

 

Body

 

WHEREAS,  Ordinance 2571-2025 and Ordinance 3350-2025 authorized the Executive Director of the Civil Service Commission to enter into a grant agreement with Aspyr, a not-for-profit organization but not an advance payment grant agreement which was intended for implementation of the 2026-2027 Edge Program; and

 

WHEREAS,  an emergency exists in the usual daily operation of the Civil Service Commission, in that it is immediately necessary to authorize the amendment of Ordinances 2571-2025 and 3350-2025 to authorize the Executive Director of the Civil Service Commission to enter into an advance payment grant agreement with Aspyr to provide for the advance payment of grant funds, on a predetermined schedule included in the grant agreement, in order to provide the funding necessary for the implementation of the 2026-2027 Edge Program, all for the immediate preservation of the public health, peace, property safety and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Title to Ordinance 2571-2025 be and hereby is amended as follows with additions in underline:

 

                     Title

 

To authorize the Executive Director of the Civil Service Commission to enter into an advance payment grant agreement with Aspyr, for the purpose of administering the 2026-2027 Edge Program; to authorize the City Auditor to transfer $170,000.00 in appropriation authority between Object Classes within the Civil Service Commission General Fund Budget; to authorize the expenditure of $150,000.00 from the General Fund; and to declare an emergency.  ($150,000.00)

 

SECTION 2.  That the existing Title to Ordinance 2571-2025 is hereby repealed.

 

SECTION 3.  That SECTION 2 of Ordinance 2571-2025 be and hereby is amended as follows with additions in underline:

 

SECTION 2. That the Executive Director of the Civil Service Commission be and is hereby authorized to enter into an advanced payment grant agreement with Aspyr, 1650 Lake Shore Drive, Suite 110, Columbus, Ohio 43204, a not-for profit organization, for an amount up to $150,000.00, and to authorize the advance payment of grant funds, for the administration of the 2026-2027 EDGE Program.

 

SECTION 4.  That the existing SECTION 2 of Ordinance 2571-2025 is hereby repealed.

 

SECTION 5.  That except as provided herein, all other provisions of Ordinance 2571-2025 shall remain in full force and effect; it is the intent of City Council that Ordinance 2571-2025 and this Ordinance be construed together as a single instrument, as appropriate.

 

SECTION 6.  That the existing Title to Ordinance 3350-2025 is hereby amended as follows with additions in underline:

 

Title

 

To authorize the Executive Director of the Civil Service Commission to enter into an advance payment grant agreement with Aspyr for the purpose of administering the EDGE Program; to authorize the expenditure of $150,000.00 from the General Fund, and to declare an emergency.  ($150,000.00)

 

SECTION 7.  That the existing Title to Ordinance 3350-2025 is hereby repealed.

 

SECTION 8.  That SECTION 1 of Ordinance 3350-2025 be and is hereby amended as follows with additions in underline:

 

SECTION 1.  That the Executive Director of the Civil Service Commission be and is hereby authorized to enter into an advance payment grant agreement with Aspyr, 1650 Lake Shore Drive, Suite 110, Columbus, Ohio 43204, a not-for-profit organization, for an amount up to $150,000.00, for the establishment of the balance of funds needed for the 2026-2027 EDGE Program, and to authorize the advance payment of grant funds.

 

SECTION 9.  That existing SECTION 1 of Ordinance 3350-2025 be and is hereby repealed.

 

SECTION 10.  That except as provided herein, all other provisions of Ordinance 3350-2025 shall remain in full force and effect, it is the intent of City Council that Ordinance 3350-2025 and this Ordinance be construed together as a single instrument, as appropriate.

 

SECTION 11.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
