Explanation

Cappy a police horse with the registered name of "Zips Captain Crunch", has been with the Mounted Unit since February 1999.

 

Dr. William M. Gesel, D.V.M., the Mounted Unit's veterinarian, has diagnosed Cappy with (HYPP) Hyperemic Periodic Paralysis that causes him to have neurological trembling. Currently Cappy is on medication to control the trembling. By retiring Cappy the mounted unit will not have the expense of maintenance medication, daily medication administration, and not being able to use Cappy due to a HYPP episode.

 

It is recommended that Cappy be sold to Sgt. David. B. Knight who is familiar with Cappy's medical problems and his treatment and is the law enforcement officer to whom the animal is assigned.

 

FISCAL IMPACT:

 

Since the horse will not be replaced, there will be no fiscal impact on the General fund.

 

Title

David Knight, for the sum of $1.00, a police horse with the registered name of "Zips Captain Crunch Catcher" (AKA Cappy) which has no further value to the Division of Police and to waive the provisions of City Code-Sale of City-owned personal property.

 

Body

WHEREAS, "Zips Captain Crunch" (AKA Cappy) has been, a horse with the Division of Police since February 1999; and

 

WHEREAS, Mounted Unit's Veterinarian Dr. William M. Gesel, D.V.M., has determined this horse is subject to neurological trembling due to the genetic condition Hyperemic Periodic Paralysis; and

 

WHEREAS, Dr. Gesel has requested that Cappy be retired from duty as Mounted Unit horse; and

 

WHEREAS, it is in the best interest of the City to allow this horse to be purchased by Sgt. David B. Knight for the sum of $1.00; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That the Finance and Management Director is hereby authorized and directed to sell a police horse with the registered name of "Zips Captain Crunch" (AKA Cappy) to Sgt. David B. Knight.

 

Section 2. That the Council of the City of Columbus finds it is in the best interests of the City that City code 329.26 - Sale of City-owned personal property, be and is hereby waived to permit the sale of this specific horse to Sgt. David Knight.

 

Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
