Explanation

 

BACKGROUND   This legislation authorizes an amendment to Ordinance No. 2357-2023, passed by City Council on September 11, 2023, to allow for the correction of the distribution of the amounts funded on each line per the corrected accounting codes in the attachment to this ordinance which will reduce the amount allotted for administration purposes by $2,071.00 and increase the Supportive Services portion by the same amount.

 

Ordinance No. 2357-2023, passed by City Council on September 11, 2023, authorized the Director of Development to execute a Subrecipient Agreement- Not-for Profit Service Contract with Equitas Health, Inc., in an amount up to $111,555.38 to provide rental assistance and supportive services to low income individuals and or households living with HIV/AIDS and to process payment for expenses incurred from 2021 to present that had not been paid by CPH.

 

It was recently discovered that, due to a clerical error the distribution of the funded amounts were incorrect and it allocated too much money for the administrative portion and not enough for the Supportive Services portion of the agreement. 

 

All other aspects of the original ordinance 2357-2023 will remain the same, only the correction of the distribution of the amounts funded on each line need corrected.

 

Emergency action is requested to address the continued impacts of the COVID-19 health emergency and to provide additional rental and supportive services to Housing Opportunities for People with AIDS ("HOPWA") eligible households’ experiencing challenges as a result of COVID-19 hereby preserving the health and/or safety of low income individuals or households living with HIV/AIDS within the allotted performance time period. The period of performance ends November 18th, 2023. 

 

Contract Compliance:  The vendor number is 004721 and contract compliance date end date is 01/25/2024.

 

Fiscal Impact: $111,555.38 is available from the HOPWA-CV Grant (G502055).

 

 

Title

Body

 

WHEREAS, the Director of the Department of Development was authorized to execute a Subrecipient Agreement-Not-for-Profit Service Contract with Equitas Health, Inc., via ordinance 2357-2023 that was approved by City Council on September 11, 2023; and

 

WHEREAS, a clerical budgeting error was made in the funding template and authorized the distribution of funds based on programs and those amounts were incorrect all other aspects of the ordinance remain the same; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development to address the continued impacts of the COVID-19 health emergency and to assure that additional rental and supportive services are provided to those HOPWA eligible households’ living with HIV/AIDS and experiencing challenges as a result of COVID-19, as such immediate action is necessary for the correction of the funding lines and to expend funds prior to the end of the period of performance all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Ordinance No. 2357-2023, passed by City Council on September 11, 2023 be amended to allow for the correction of the distribution the amounts funded on each line per the corrected accounting codes in the attachment to this ordinance, all other aspects of the ordinance remain the same, and authorizes the expenditure.  ($111,555.38)

 

SECTION 2.  For the reasons stated in the Preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
