Explanation
BACKGROUND: To change the company name and Federal Identification number for contracts and purchase orders currently in process and established with Scientific Testing Laboratories, Inc. due to acquisition of the company by Kroll, Inc. This ordinance authorizes the assignment of all past, present and future business done for the Franklin County Municipal Court by Scientific Testing Laboratories, Inc. FID 54-1624514 to Kroll, Inc FID 72-0846066. The contract between the Franklin County Municipal Court and Scientific Testing Laboratories, Inc. expires on 2/28/08.
This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the database of Auditor of Sate for Findings for Recovery.
1. Amount of additional funds: No additional funds are necessary to modify the pending contract.
2. Reason additional needs were not foreseen: The current supplier was acquired by another company.
3. Reason other procurement process not used: The same exact procedures are required as originally bid. No lower pricing/more attractive terms and conditions are anticipated through rebidding at this time.
4. How cost was determined: Terms and conditions are in accordance with the original agreement.
FISCAL IMPACT: No addition monies are required to modify the pending contract.
In order to maintain uninterrupted service for drug testing of probationers using open Purchase Orders, this ordinance is being submitted as an emergency.

To authorize and direct Franklin County Municipal Court to modify past, present and future contracts and purchaser orders with Scientific Testing Laboratories, Inc to Kroll, Inc.; and to declare an emergency.
Body
WHEREAS, The Franklin County Municipal Court has existing purchase orders with Scientific Testing Laboratories, Inc. to purchase drug testing services; and,
WHEREAS, Scientific Testing Laboratories, Inc was acquired by Kroll, Inc. and in addition to notifying the Franklin County Municipal Court of the acquisition, Kroll, Inc has agreed to honor the past, present and future purchase orders established with the original company.
WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court in that it is immediately necessary to modify all contracts and purchase orders established with the new vendor, Kroll, Inc., thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Franklin County Municipal Court be and is hereby authorized and directed to modify all past, present and future contracts and purchase orders pursuant to those contracts to reflect the change of the company name and FID number from Scientific Testing Laboratories, Inc. FID 54-1624514 to Kroll, Inc FID 72-0846066.
SECTION 2. That this modification is in accordance with Section 329.16 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
