Explanation

This ordinance authorizes a sponsorship/grant in the amount of $10,000.00 between CelebrateOne and the National African American Male Wellness Agency, a 501(c)(3) Not for Profit, in support of the 2023 Uplift Her Annual Women's Health Day.

This event will offer free health screenings, vaccinations, and fun physical activities to participants. Also, Uplift Her will be honoring women that make an impact in the community. The event is free and open to the public on June 22, 2023 at St.Charles Preparatory School in Bexley, Ohio.

On average, Black women are more likely to experience chronic health conditions such as diabetes, hypertension, and heart disease. They also face higher rates of maternal mortality, infant mortality, and other reproductive health issues. These health disparities are largely attributed to social determinants of health, such as poverty, lack of access to quality health care, and discrimination. Access to quality health care is a significant factor in improving the health outcomes of Black women. However, systemic barriers, such as racial bias and discrimination, limit access to care and negatively impact the quality of care received.

Fiscal Impact: Funding in the amount of $10,000.00 is available within the CelebrateOne division budget within the General Fund 1000. A transfer of cash, authority, and appropriation within Fund 1000 is necessary in order to align the sponsorship grant with Grants and Service Contracts Awarded to Not-for-Profits by the City Procedure issued February 20, 2023 by the City Auditor.

To authorize the Executive Director of CelebrateOne to enter into a sponsorship grant agreement with the National African American Male Wellness Agency in support of the 2023 Uplift Her 2nd Annual Women's Health Day; to authorize the transfer of $10,000.00 cash, authority, and appropriation within the General Fund; and to authorize an expenditure of $10,000.00 within the General Fund. ($10,000.00)

 

Body

WHEREAS, African-American women experience higher rates of maternal mortality, infant mortality, and other reproductive health issues; and

WHEREAS, the African American Male Wellness Agency is holding the Second Annual Uplift Her Women's Health Day on June 22, 2023; and

WHEREAS, the Uplift Her Women's Health Day promotes physical fitness and offers free health screenings and vaccinations to all attendees, and

WHEREAS, it is necessary to transfer $10,000.00 cash, appropriation, and budget authority within Fund 1000 in order to align the expenditure with a grant to a Not For Profit entity; and

WHEREAS, the support of CelebrateOne and the City of Columbus will facilitate the goal of improving community maternal and infant health; and

WHEREAS, it has become necessary in the usual daily operation of the Office of CelebrateOne that it is necessary for the Executive Director of CelebrateOne to enter into a grant agreement with the National African American Wellness Agency for the 2023 Uplift Her event in the amount of $10,000.00, for the preservation of the public health, peace, property, and safety; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Executive Director of CelebrateOne is authorized to enter into a grant agreement with the African American Male Wellness Agency and to expend $10,000.00 in support of the 2023 Uplift Her Annual Women's Health Day, per the accounting codes in the attachment to this ordinance.

 

SECTION 2.  That the City Auditor is authorized to transfer $10,000.00 of cash, appropriation, and budget authority from character 03 to 05 to align with Grants and Service Contracts Awarded to Not-for-Profits by the City (dated February 20, 2023), in accordance with the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That this contract is entered into under the provisions of Columbus City Code Chapter 329 regarding non-profit contracts.

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are  deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that these contracts are properly accounted for and recorded accurately on the City’s financial records. 

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
