BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into a contract with Life Safety Inspection Vault LLC for their web-based platform that will enable the Division of Fire’s Fire Prevention Bureau to effectively track, collect, organize, and enforce fire and safety systems within its jurisdiction.
Ordinance 3440-2024, passed December 16, 2024 amended Section 2501.07 of Columbus City Code to require the Department of Public Safety, Division of Fire to act in accordance with the provisions of Chapter 329 of Columbus City Code to select and contract with a single-point repository service company (“SRSC”) for reporting of required fire protection system information to the Fire Prevention Bureau. Amended Section 2501.07 of Columbus City Code also requires all contractors, entities, companies, or individuals providing inspections, tests, and maintenance of the fire prevention systems listed within Section 2501.07.3 to enroll and utilize the approved single-point repository service company (“SRSC”) for reporting information regarding the inspections, tests, and maintenance of the fire protection system to the Fire Prevention Bureau. Amended Section 2501.07.4.1 of Columbus City Code states that the SRSC is authorized to charge a fee to users of the reporting system. The maximum fee per inspection shall be set forth within the contract.
In January 2025, the Department of Public Safety published a Request for Proposals (RFP) for a third-party fire inspection, testing, maintenance (ITM) reporting software. The goal of this RFP was to contract with a company that can best provide third-party fire inspection, testing, maintenance (ITM) reporting software as required by Section 2501.07 of Columbus City Code. After evaluation, in compliance with the Revised Code of the State of Ohio, the Charter of the City of Columbus, and City Code Chapter 329, the selection committee recommends entering into contract with Life Safety Inspection Vault LLC for third-party fire inspection, testing, maintenance (ITM) reporting software.
The term of this contract is for five (5) years with subsequent one (1) year annual renewal thereafter by mutual agreement and approval by Columbus City Council. There is no cost to the City of Columbus for this service.

*Pricing for the life safety systems above will be charged to the 3rd party contractors, entities, companies, or individuals providing inspections, tests, and maintenance of fire equipment at a per system type, per location basis.
*Fire extinguishers are not charged per extinguisher. The cost is for the entire premise.
*Deficiency repairs made by the initial company that reported them will not be charged any additional cost. If a new company comes in to repair deficiencies, they will be charged for submitting a new report.
*The Division of Fire may add additional systems for inspection.

Emergency Designation: The Division of Fire is requesting this legislation be declared an emergency measure to expedite authorization of this contract to allow this service to be implemented as expediently as possible to be in compliance with Section 2501.07 of Columbus City Code.
FISCAL IMPACT: This ordinance authorizes an expenditure of $0.00 from any City of Columbus fund as there is no cost to the City for this service. This service generates no revenue for the City of Columbus. Per Section 2501.07.4.1 of Columbus City Code, the SRSC is authorized to charge a fee to users of the reporting system. The users will pay a fee directly to the SRSC.

WHEREAS, the Columbus Division of Fire has a need for a third-party fire inspection, testing, maintenance (ITM) reporting software for the Fire Prevention Bureau per Section 2501.07 of Columbus City Code; and
WHEREAS, the Department of Public Safety in accordance with Columbus City Code Chapter 329 issued RFQ025832 in January 2025 and after evaluation of the proposals received, the selection committee recommends entering into contract with Life Safety Inspection Vault LLC for the third-party fire inspection, testing, maintenance (ITM) reporting software; and
WHEREAS, it is necessary to authorize the Director of Public Safety, on behalf of the Division of Fire, to enter into a contract with Life Safety Inspection Vault LLC for five (5) years with the potential for a subsequent one (1) year renewal thereafter subject to mutual agreement of the parties, approval by Columbus City Council, and certification of funds by the City Auditor; and
WHEREAS, there is no cost to the City of Columbus for this service; and
WHEREAS, Section 2501.07.4.1 of Columbus City Code states that the single-point repository service company (“SRSC”) is authorized to charge a fee to users of the reporting system, and that the maximum fee per inspection shall be set forth within the contract; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire, in that it is immediately necessary to authorize the Director of Public Safety on behalf of the Division of Fire to enter into a contract with Life Safety Inspection Vault LLC to allow this service to be implemented as expediently as possible to be in compliance with Section 2501.07 of Columbus City Code, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Safety be and is hereby authorized to enter into a contract with Life Safety Inspection Vault LLC for five (5) years with subsequent one (1) year annual renewals thereafter by mutual agreement and approval by Columbus City Council.
SECTION 2. That per Section 2501.07.4.1 of Columbus City Code, the single-point repository service company (“SRSC”) is authorized to charge a fee to users of the reporting system, and that the maximum fee per inspection shall be set forth within the contract.
SECTION 3. That there is no expenditure by the City, and therefore no authorization is requested.
SECTION 4. That there are no funds necessary to carry out the purpose of this ordinance, therefore no appropriation is requested and the City Auditor will need no accounting codes.
SECTION 5. That the City Auditor will not need to perform accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
