Explanation
The purpose of this legislation is to authorize the Director of Finance and Management to establish a contract for the purchase of Flat Bed and Stake Bodies for the Division of Sewerage and Drainage, Sewer Maintenance Operation Center with K.E. Rose Company.
The bodies will be placed on Ford F450 and Ford F350 vehicles. These vehicles are used for various sanitary and storm water pipe repairs, maintenance and rehabilitation projects performed by the personnel of Sewer Maintenance. This purchase was approved by Fleet Management.
The Purchasing Office opened formal bids on August 21, 2008 for the purchase of one (1) flat bed body and one (1) stake body, SA002997. Two (2) bids were received. The bid tabulation is as follows:

Emergency legislation is being requested so that the bodies can be ordered and placed on the chassis which have been ordered and delivered so that the vehicles can be placed into the maintenance fleet.

To authorize the Director of Finance and Management to establish a purchase order with KE Rose Company for the purchase of Flat Bed and Stake Bodies for the Division of Sewerage and Drainage, to authorize the expenditure of $21,536.00 from the Sewerage System Operating Fund, and to declare an emergency. WHEREAS, the Sewer Maintenance Operation Center has a Ford F450 and Ford F350 awaiting bodies, and
WHEREAS, these vehicles will be used for various sanitary and storm water line maintenance, repair and rehabilitation projects, and
WHEREAS, the Purchasing Office opened formal bids on August 21, 2008 for the purchase of Flat Bed and Stake Bodies and two (2) bids were received, and
WHEREAS, the award was made to lowest, responsive and responsible bidder, K.E. Rose Company, and
WHEREAS, A purchase order will be issued in accordance with the terms and specifications of Solicitation Number: SA002997on file in the Purchasing Office; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, in that it is immediately necessary to enter into contract for flat bed and stake bodies that the bodies can be ordered and placed on the chassis which have been ordered and delivered so that the vehicles can be placed into the maintenance fleet with K.E. Rose Company for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with K.E. Rose Company for the purchase of flat bed and stake bodies for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
Section 2. That the expenditure of $21,536.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 605089, Object Level 1: 06, Object Level 03: 6652
Section 3. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
