Explanation

 

Background: This ordinance authorizes the Director of Recreation and Parks to enter into a construction agreement with Nationwide Realty Investors, Ltd to make public improvements at Sensenbrenner Park at no cost to the City.

 

Nationwide Realty Investors, Ltd (NRI) is improving their property at 280 N High St., adjacent to Sensenbrenner Park. They have requested access to their site using an area of Sensenbrenner Park to build along the property line. The park and their property flow together as one space and their project will change the space and how it is currently used. As part of their project, they have requested demolition of a portion of the park site and agreed to restoring and improving that area of the park to ensure the park landscaping still flows properly.  NRI has agreed to restore and make improvements at no cost to the City.  For this reason, a waiver of the competitive bidding provisions of Chapter 329 of the Columbus City Code is requested.

Emergency Justification: Emergency action is requested to immediately provide authorization for the construction project to proceed.

 

Benefits to the Public: The project will provide an improved park plaza for all people to enjoy. Sitting, meditating, yoga, walking, running, and passive uses of parks provide highly recognized year-round benefits to urban lifestyles. 

 

Community Input/Issues: The community has expressed a desire for safe and well-maintained city parkland.

Master Plan Relation:  This project will support the Recreation and Parks Master Plan by helping to ensure that parks remain safe, updated, and user friendly.

To authorize the Director of Recreation and Parks to enter into a construction agreement with Nationwide Realty Investors, Ltd to make public improvements at Sensenbrenner Park; to waive the competitive bidding provisions of City Code; and to declare an emergency. ($0.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into a construction agreement with Nationwide Realty Investors, Ltd to authorize a partial demolition and make public improvements at Sensenbrenner Park; and

 

WHEREAS, it is in the best interest of the City of Columbus to waive the competitive bidding provisions of Columbus City Code Chapter 329 to enter into this contract; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director of Recreation and Parks to enter into a construction agreement with Nationwide Realty Investors, Ltd to make public improvements at Sensenbrenner Park, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks Department is hereby authorized to enter into a construction agreement with Nationwide Realty Investors, Ltd to authorize a partial demolition and to make public improvements at Sensenbrenner Park.

 

SECTION 2. That this Council finds it in the best interest of the City of Columbus to waive the competitive bidding provisions of Columbus City Code Chapter 329.

 

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
