Explanation

Rezoning Application Z24-036

APPLICANT:  Maronda Homes, LLC of Ohio; c/o Rebecca J. Mott, Atty.; Plank Law Firm; 411 East Town Street, Floor 2; Columbus, OH 43215.

PROPOSED USE:  Multi-unit residential development.

DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (6-0) on January 9, 2025.

WESTLAND AREA COMMISSION RECOMMENDATION: Approval.

BIG DARBY ACCORD ADVISORY PANEL RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The 22.3± acre site consists of one undeveloped parcel in the R, Rural District. The requested AR-12, Apartment Residential District will allow multi-unit residential development up to 12.1 dwelling units per acre. A concurrent Council variance (Ordinance #1175-2025; CV24-135) demonstrating a 115-unit townhouse development on private streets is also being considered. The site is within the planning boundaries of the Big Darby Accord Watershed Master Plan (2006), which recommends “Residential Suburban High Density 3-5 DUs/ac” and “Tier 1 Environmental Conservation Zone” land uses at this location. Staff is supportive of the proposed density as it is consistent with the Plan’s land use recommendations. The Big Darby Accord Advisory Panel’s recommendation of approval incorporates conditions that are demonstrated in the committed site and landscape plans associated with concurrent CV24-135, however since not all recommendation conditions can be met the Panel’s recommendation reverts to disapproval.  The developer is also required to participate in the Big Darby Accord Revenue Program which will generate funds for stream restoration and parkland acquisition. Additionally, the proposed AR-12 district is consistent with the city’s objective of creating more housing in all areas of the city.
