BACKGROUND: Ordinance 2226-2023, passed October 9, 2023, authorized the Director of the Department of Development to transfer five parcels of real property held in the Land Bank and located at 1388 Genessee Ave. (010-059204), 1457 Genessee Ave. (010-059800), 1406 Minnesota Ave. (010-059872), 1504 Minnesota Ave. (010-059814) and 1024-1026 E 15th Ave. (010-048409) to Habitat for Humanity-MidOhio, an Ohio non-profit, who will construct new single family homes on the vacant parcels and sell for homeownership. The parcels will be transferred by deed recorded in the Official Records of the Franklin County Recorder’s Office. An error was made in the original legislation, this amendment will change one parcel number from (010-059204) to (010-059613).
Emergency action is requested so the transfer of the property can be made without further delay.
FISCAL IMPACT: No funding is required by this legislation.

To amend Ordinance 2226-2023, passed October 9, 2023, related to the conveyance of title for 1388 Genessee Ave. held in the Land Bank, to amend the parcel number from (010-059204) to (010-059613); and to declare an emergency.

WHEREAS, on October 9, 2023, Columbus City Council passed Ordinance 2226-2023 authorizing the Director of the Department of Development to transfer five parcels of real property held in the Land Bank and located at 1388 Genessee Ave. (010-059204), 1457 Genessee Ave. (010-059800), 1406 Minnesota Ave. (010-059872), 1504 Minnesota Ave. (010-059814) and 1024-1026 E 15th Ave. (010-048409) to Habitat for Humanity-MidOhio, an Ohio non-profit, who will construct new single family homes on the vacant parcels and sell for homeownership. The parcels will be transferred by deed recorded in the Official Records of the Franklin County Recorder’s Office. We need to amend the parcel number from (010-059204) to (010-059613).
WHEREAS, it is necessary to amend the parcel number from (010-059204) to (010-059613); and
WHEREAS, no funding is required for this amendment; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the amendment to Ordinance 2226-2023 so the transfer of the property can be made without further delay, all for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1 of 2226-2023, passed October 9, 2023, is hereby amended to read as follows:
That the Director of the Department of Development is hereby authorized to execute any and all necessary agreements and deeds to convey title to the following parcels of real estate to Habitat for Humanity-MidOhio:

SECTION 2. That the existing Section 1 to 2226-2023 is hereby repealed.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
