BACKGROUND: This ordinance authorizes the Finance and Management Director to issue a purchase order for the Division of Police in the amount of $25,800.00 with Applied Concepts, Inc. for the purchase of ten (10) DSR 2X Radars with Instant On Remote. These radar units are used by the Police Division Freeway Patrol unit to monitor speed on the local vehicle routes. These particular radar units will have several new automatic direction sensing and different modes of operation which will enable officers to operate the radars in a safer and more effective manner. The officers have to monitor both traffic conditions and potential hazards while identifying violators. The new radars will be assigned to ten (10) cruisers. This purchase by the City of Columbus is from a State of Ohio contract and is authorized by Ordinance 582-87 that allows for the cooperative purchasing between the State of Ohio Department of Administrative Services Cooperative Contracts and other government entities. This contract was not bid by the State.

EMERGENCY DESIGNATION: Emergency legislation is needed to allow for immediate implementation of the devices.
FISCAL IMPACT: This ordinance authorizes an expenditure of $25,800.00 from the Law Enforcement Contraband Seizure fund with Applied Concepts, Inc. The funds were previously appropriated in the Law Enforcement Contraband Seizure Funds for this purchase.

WHEREAS, The Division of police needs to purchase ten (10) DSR 2X Radars with Instant on Remote; and
WHEREAS, a State of Ohio Term Contract established by the State of Ohio, Department of Administrative services Purchasing Office exists for these purchases; and
WHEREAS, Ordinance number 582-87 authorized this cooperative purchasing effort between the State of Ohio and other governmental entities; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Police, in that it is immediately necessary to purchase said radars for the preservation of the public health, peace, property, safety, and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized and directed to issue a purchase order for the purchase of ten (10) DSR 2X Radars with Instant On Remote for the Division of Police in accordance with the existing State of Ohio Term Contract established by the State of Ohio Purchasing Office with Applied Concepts, Inc, as authorized by Ord. No. 582-87.
SECTION 2. That the expenditure of $25,800.00, or so much thereof as may be necessary, be and is hereby authorized as follows:

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, the City Auditor shall establish such account codes as necessary.

That for reasons stated in the preamble hereto, which is hereby made a part hereof , this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
