Explanation
Background: The purpose of this resolution is to support Scannell Properties #842, LLC, in conjunction with an Ohio Department of Development Fiscal Year 2027 Brownfield Remediation Program grant application of up to $5,000,000 for remediation at the 1000 Joyce Avenue brownfield site located at 1000 Joyce Avenue, Columbus, Ohio 43219, to make it operational for economic development activity. The 26.197-acre site is a historical fill and dump site with subsurface debris reported as deep as 40 feet.
The 26.197-acre property consists of 10 tax parcels: 130-003165, 130-004728, 130-003173, 130-001196, 130-004729, 130-001197, 010-132073, 010-009439, 130-002223, and 130-002226. Scannell Properties #842, LLC proposes to reconfigure the site-currently consisting of two vacant structures totaling approximately 34,000 square feet formerly used for tractor-trailer maintenance and offices, plus vacant land-into a six-acre industrial outdoor storage parcel retaining the existing structures and a second parcel with a 252,000-square-foot speculative Class A warehouse.
Scannell Properties #842, LLC is proposing a 252,000-square-foot multi-tenant warehouse intended for two to three warehousing and distribution tenants. The project is estimated to have a value of $42,036,555 when completed. Scannell Properties #842, LLC fully intends to move forward with the project.
Emergency action is necessary in order to meet the Ohio Department of Development Fiscal Year 2027 Brownfield Remediation Program grant application deadline of September 11, 2026.
Fiscal Impact: There are no costs to the City of Columbus associated with a resolution of support for the Brownfield Remediation Program grant funding.

To support Scannell Properties Brownfield Remediation Program Grant Application at 1000 Joyce Avenue; and to declare an emergency.
Body
WHEREAS, the State of Ohio Brownfield Remediation grant program will award up to $5,000,000 per project throughout Ohio for the purpose of cleanup, demolition and redevelopment of contaminated or abandoned properties known as "brownfields"; and
WHEREAS, the City of Columbus contains brownfield properties which may qualify for Brownfield Remediation cleanup, demolition and redevelopment grant funding; and
WHEREAS, the Columbus Department of Development has been involved with brownfield redevelopment since 1999, first with the Clean Ohio grant program and now with the Ohio Brownfield Remediation grant program; and
WHEREAS, Ohio Brownfield Remediation grant funding will greatly complement the efforts of the Columbus Department of Development in helping to clean up and redevelop brownfield properties in Columbus; and
WHEREAS, the Columbus Department of Development has identified a brownfield property in the City of Columbus at 1000 Joyce Avenue which may be eligible for Ohio Brownfield Remediation grant funding, and Fleetpark LLC owns the property and Scannell Properties #842, LLC proposes to remediate and redevelop the site for industrial outdoor storage and Class A warehouse, distribution, and logistics uses; and
WHEREAS, an emergency exists in the usual daily operation of City Council in that it is immediately necessary to express its support for the application described herein to meet the Ohio Brownfield Remediation grant application deadline of September 11, 2026, all for the immediate preservation of public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. The Columbus City Council hereby supports Scannell Properties #842, LLC, in coordination with Fleetpark LLC, the property owner, in its efforts to obtain Ohio Department of Development Fiscal Year 2027 Brownfield Remediation Program grant funding of up to $5,000,000 for environmental assessments and above-standard engineering measures, including deep foundations, building vapor barriers, and vapor mitigation monitoring systems at the 1000 Joyce Avenue brownfield site located at 1000 Joyce Avenue, Columbus, Ohio 43219, to enable redevelopment as industrial outdoor storage and Class A warehouse, distribution, and logistics space.
SECTION 2. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this resolution is hereby declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor or ten days after adoption if the Mayor neither approves nor vetoes the same.
