Explanation
BACKGROUND: The Historic Resources Commission is charged, in part, with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review and adopted guidelines. With these goals in mind, the Columbus Register of Historic Properties ( totaling 42 to date) was created.
An application has been made by Kate Matheney, Executive Director of the Columbus Landmarks Foundation, to list four (4) historic firehouses on the Columbus Register of Historic Properties:
Engine House No. 10, 1096 West Broad Street (built 1897)
Engine House No. 14, 1716 Parsons Avenue (built 1906)
Engine House No. 17, 2300 West Broad Street (built 1913)
Engine House No. 18, Cleveland Avenue and Windsor (built 1906)
In undertaking this nomination, support was secured of civic organizations representing the neighborhoods serviced by the nominated engine houses. They are: Franklinton Area Commission, the Greater Hilltop Area Commission, South Linden Area Commission, and the Council of South Side Neighborhoods. A public hearing was held as required by Chapter 3117, C. C., and favorable comments were provided by the City of Columbus, Division of Fire, Department of Public Safety (Owner), applicant and attendees. Based on these positive comments, the Historic Resources Commission recommended that Engine Houses No. 10, #14, #17, and #18 be listed on the Columbus Register of Historic Properties.
All four engine houses are eligible for listing on the Columbus Register of Historic Properties under Criterion A for Architectural significance. Engine House No. 10 is also eligible for listing on the Columbus Register under Criterion D for craftsmanship and design.
FISCAL IMPACT: No funding is required for this legislation.

WHEREAS, the Historic Resources Commission is charged, in part, with identifying structures of historic and architectural significance, maintaining a list of these structures and other historic resources, and providing regulations through design review; and
WHEREAS, the Historic Resources Commission maintains a roster of Listed Properties entitled the Columbus Register of Historic Properties; and
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing Engine House No. 10, 1096 West Broad Street, on the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing Engine House No. 14, 1716 Parsons Avenue, on the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing Engine House No. 17, 2300 West Broad Street, on the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
WHEREAS, in compliance with C.C. 3117.04 (B), a duly authenticated nomination for listing Engine House No. 18, Cleveland Avenue and Windsor, on the Columbus Register of Historic Properties was filed with the Historic Resources Commission; and
WHEREAS, in accordance with C.C. 3117.061 (A) (1) and (B) proper notice was given to the owner of the subject property; and
WHEREAS, a public hearing was held on January 20, 2005 at which time the Historic Resources Commission reviewed the nomination to determine if Engine House No. 10 is qualified for listing on the Columbus Register of Historic Properties under Criteria A and D; and
WHEREAS, a public hearing was held on January 20, 2005 at which time the Historic Resources Commission reviewed the nomination to determine if Engine House No. 14, Engine House No. 17, and Engine House No. 18 are qualified for listing on the Columbus Register of Historic Properties under Criteria A of C.C. 3117.05; and
WHEREAS, the standards for Criterion A state, "the design or style of the property's exterior and/or interior is of significance to the historical, architectural, or cultural development of the City"; and
WHEREAS, the standards for Criterion D state, "the property demonstrates significant craftsmanship in architectural design, detail, or use of materials"; and
WHEREAS, the Historic Resources Commission has determined that Engine House No. 10, 1096 West Broad Street, is qualified for listing on the Columbus Register of Historic Properties under Criterion A and D of C.C. 3117.05 of C.C. 3117.05; and
WHEREAS, the Historic Resources Commission has determined that Engine House No. 14, 1796 Parsons Avenue, Engine House No. 17, 2300 West Broad Street, and Engine House No. 18, Cleveland Avenue and Windsor are qualified for listing on the Columbus Register of Historic Properties under Criteria A of C.C. 3117.05 and therefore recommends approval of the nominations to Columbus City Council; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Council finds that all pertinent terms of Chapter 3117, Columbus City Codes, 1959, have been met for the nomination of Engine House No. 10, Engine House No. 14, Engine House No. 17, and Engine House No. 18 including those as to notice and designation criteria, and that the properties should be listed on the Columbus Register of Historic Properties.
Section 2. That the Historic Resources Commission is hereby authorized and directed to enter the Engine House No. 10, 1096 West Broad Street, on the Columbus Register of Historic Properties as Listed Property CR 56.
Section 3. That the Historic Resources Commission is hereby authorized and directed to enter the Engine House No. 14, 1716 Parsons Avenue, on the Columbus Register of Historic Properties as Listed Property CR 57.
Section 4. That the Historic Resources Commission is hereby authorized and directed to enter the Engine House No. 17, 2300 West Broad Street, on the Columbus Register of Historic Properties as Listed Property CR 58.
Section 5. That the Historic Resources Commission is hereby authorized and directed to enter the Engine House No. 18, Cleveland Avenue and Windsor on the Columbus Register of Historic Properties as Listed Property CR 59.
Section 6. That the City Clerk is directed to certify a copy hereof to the City Historic Preservation Officer.
Section 7. That the Historic Preservation Officer shall have said designation recorded in the official records of the Franklin County Recorder.
Section 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
