Explanation
Background: This legislation authorizes a modification to the design contract with R. D. Zande and Associates, Inc. for Iuka Ravine Park Stormwater System Improvements project. The contract modification is needed to produce construction drawings to rehabilitate and replace brick pavement, curbs, and perform necessary grading. (See the attached map) This project is part of the Urban Infrastructure Recovery Program (UIRF). The work to modify the design is projected to begin in June 2005. Construction is scheduled for 2007 at a cost of $1.2 million.
This modification is an addition to the original scope of services but is a continuation of the existing work already performed and it would be more expensive to contract with a different consultant.
Current hourly rate, the overhead rate, and the percentage of profit that were evaluated and considered from the previous modification to determine the amount of this modification. R. D. Zande and Associates, Inc., CC #31-1395123 (expires 1-27-2008), was selected in accordance with Chapter 329 for professional service contracts.
The original contract amount was $103,066.00. The total of all modifications including this modification is $149,920.14. The contract amount, including all modifications is $252,986.14.
Fiscal Impact: The Transportation Division budgeted $6.25 million for Urban Infrastructure Recovery Fund projects in the 2004 Capital Improvements Budget. Approximately $3 million have been encumbered or expended to date. This ordinance authorizes $100,000.00 as part of the Transportation Division's 1995, 1999 Voted Streets and Highways Fund.

WHEREAS, Contract No. EL-000865 was authorized by Ordinance No. 2174-00, passed October 16, 2000, executed and approved by the City Attorney on December 14, 2000; and
WHEREAS, Modification No. 1 was authorized by Ordinance No. 1287-01, passed July 30, 2001, and
WHEREAS, Modification No. 2 was authorized by Ordinance No. 1590-02, passed October 21, 2002, and
WHEREAS: it is necessary to modify this contract to increase the scope of service as per the consultant's letter dated November 11, 2003, for the Iuka Ravine Improvements project; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Public Service Director be and is hereby authorized to modify and increase Contract No. EL-000865, with R. D. Zande and Associates, Inc., 1500 Lake Shore Drive, Columbus, Ohio 43204, for additional professional engineering services to complete the design, construction plans, and necessary permits for the Iuka Ravine Improvements project.
Section 2. That for the purpose of paying the cost thereof, the sum of $100,000.00, or so much thereof as may be needed, is hereby authorized to be expended from the Streets and Highways Fund, Fund 704, Transportation Division Department No. 59-09, OCA code 644385, Object Level Three 6682, and project no. 440005.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
