Explanation
This ordinance authorizes an appropriation and an expenditure within the Neighborhood Initiatives subfund for the purpose of acquiring and upfitting a vehicle to be used by the executive protection detail. The Department of Public Safety, City Council, and the Division of Fleet Management have evaluated the equipment needs of the executive detail, and the determination has been made for Fleet Management to acquire a used vehicle utilizing the existing universal term contract for pre-owned vehicles (Ricart Properties, Inc. and Parr Public Safety Equipment, Inc.) as well as upfitting and deploying the vehicle for use.
Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.
Emergency action is requested in order to provide Fleet Management with the budget reservation allowing them to immediately purchase and acquire a vehicle when it becomes available and that meets the needs and specifications of the executive protection detail.

To authorize an appropriation and expenditure within the Neighborhood Initiatives subfund in support of vehicle acquisition for the executive protection unit; and to declare an emergency. ($40,000.00)
Body
WHEREAS, the Department of Public Safety, City Council, and the Division of Fleet Management have evaluated the equipment needs of the executive detail, and the determination has been made for Fleet Management to acquire a used vehicle utilizing the existing universal term contract for pre-owned vehicles; and
WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize the establishment of a budget reservation so that Fleet Management can acquire a suitable vehicle when it becomes available; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Auditor is hereby authorized to appropriate $40,000.00 to the Department of Finance and Management within the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.
SECTION 2. That the expenditure of $40,000.00, or so much thereof as is needed, is hereby authorized per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this Council hereby recognizes that this ordinance does not identify specific contractors or vendors for the expenditure purposes authorized herein and hereby delegates sole and final contracting decisions to the Director of Finance and Management. All contracts will be entered into in compliance with the relevant procurement provisions of the Columbus City Codes Chapter 329.
SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
