Explanation

 

BACKGROUND: This legislation seeks to authorize the Director of Finance and Management, on behalf of the Board of Health, to enter into a contract with Padagis US LLC for the purchase NARCAN Nasal Spray 4 mg for the Columbus Public Health Alcohol and Drug Services Division funded with Health grant fund 2251. NARCAN Nasal Spray 4 mg to be used in our six risk reduction vending machines placed at partner agencies throughout the City. These machines allow city residents to access risk reduction supplies to reduce overdose risk and protect their health.

 

Bid Information: The formal bid process was utilized to obtain pricing. Formal Bid RFQ032509 was opened on April 23, 2026. Padagis US LLC, is the lowest and most responsive bidder able to provide the exact specifications of the NARCAN Nasal Spray 4 mg to be used in the risk reduction vending machines. The bid was submitted for $67,252.00. Columbus Public Health personnel reviewed the bid and recommended Padagis US LLC be awarded the contract with Columbus Public Health as they were the lowest and most responsive bidder. 

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

 

Emergency Designation: Emergency legislation is requested so that Columbus Public Health may immediately enter into a contract to obtain NARCAN Nasal Spray 4 mg for the safety of the public to avoid forfeiture of grant funds.

 

FISCAL IMPACT: This ordinance authorizes an expenditure of $67,252.00 from the Comprehensive Opioid, Stimulant, and Substance Use Site-based Program Grant extension fund G502550 with Padagis US LLC for Columbus Public Health.

 

Title

 

To authorize the Director of Finance and Management, on behalf of the Board of Health, to enter into contract with Padagis US LLC, for the purchase of NARCAN Nasal Spray 4 mg; to authorize the expenditure of $67,252.00 from the Columbus Public Health grant funds; and to declare an emergency. ($67,252.00)

 

Body

 

WHEREAS, Columbus Public Health wishes to enter into a contract for the purchase of NARCAN Nasal Spray 4 mg with Padagis US LLC; and

 

WHEREAS, Padagis US LLC, was determined to be the lowest and most responsive bidder to RFQ032509; and

 

WHEREAS, the expenditure of $67,252.00 will be funded through Comprehensive Opioid, Stimulant, and Substance Use Site-based Program Grant extension fund G502550; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to enter into a contract with Padagis US LLC for the purchase NARCAN Nasal Spray 4 mg to avoid forfeiture of grant funds, for the immediate preservation of the public peace, property, health, safety, and welfare; NOW THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Finance and Management be and is hereby authorized to enter into a contract with Padagis US LLC for the purchase of NARCAN Nasal Spray 4 mg for Columbus Public Health.

 

SECTION 2.  That the expenditure of $67,252.00, or so much thereof as may be needed, is hereby authorized in the Comprehensive Opioid, Stimulant, and Substance Use Site-based Program Grant extension fund G502550 in object class 02 General Supplies, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
