Explanation   

1.  BACKGROUND

This ordinance authorizes the Director of the Department of Public Utilities to enter into a contract with Evans, Mechwart, Hambleton & Tilton Incorporated (EMH&T), for professional services for the design of the Circuit 23 Street Lighting Improvements project, CIP #670892-100000, in an amount up to $299,564.90.

                     

This project consists of a new design to completely replace all streetlight material for approximately 152 lights on existing city lighting Circuit 023 including: poles, luminaires, cable, conduit, pull boxes, and other associated material as required.  The lighting will be upgraded to LED lighting which has proven to be more energy efficient and will result in an energy consumption savings for the City of Columbus.  The design process will also determine a new streetlight layout based on the measurement of light intensity using current Division of Power specifications.  

 

The project will take place in the Franklinton area of Columbus on West Broad Street, Central Avenue, and side streets north of I-70.  The West Broad Street portion of Circuit 023 will be a new 3-wire underground circuit with a mix of decorative thirty foot poles and pedestrian scale LED lighting.  The existing overhead portions of Circuit 023 that are south of West Broad Street will be a separate circuit and remain overhead utilizing wood poles and cobra head LED luminaires.  Additional engineering coordination and design services are anticipated due to this circuit’s overlap with the West Broad Street Bus Rapid Transit project area.

 

The Community Area is 54 - Franklinton.

 

TIMELINE:  Inspection and assessment work is anticipated to begin in September 2023, with completion of the study phase (current contract) occurring in March 2025. Following the study phase, a design phase will be initiated in November 2025 and completed in May 2027. A construction phase is anticipated to follow from February 2028 through February 2029. 

 

ESTIMATED COST OF PROJECT:  The bid amount and proposed award amount is $299,564.90, including a 10%  design contingency amount that will be utilized to fund needed and approved changes in the work.  No contract modifications are anticipated at this time.

2.  ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT

The project will design the replacement of existing street lighting material  on existing city lighting circuit 023 including poles, luminaires, cable, conduit, pull boxes, and other associated material as required. With the removal of existing material and upgrade to current lighting standards, the project will provide the community with more reliable lighting, as the existing material is dated, and presents repeated maintenance issues.  The project will also upgrade the lighting to LED, which has proven to be more energy efficient.  This will result in an energy consumption savings for the City of Columbus

 

3.  BID INFORMATION

This project was formally advertised on the Vendor Services and Bonfire websites and closed 10/20/23.   One proposal was received:

The proposal was deemed responsive.  The evaluation committee reviewed the proposal and recommended the contract for the Circuit 23 Street Lighting Improvements project be awarded to EMH&T.

 

EMH&T’s certification was in good standing at the time of the contract award.

 

4.  CONTRACT COMPLIANCE INFORMATION

EMH&T’s contract compliance number is CC-004214 and expires 11/8/25. 

 

5.  MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM

This contract opportunity was submitted to the City’s Office of Diversity and Inclusion (ODI) for review and assignment of an MBE/WBE goal prior to bidding.  ODI determined there was not an opportunity for MBE/WBE participation in this contract and did not assign a goal.  This contract was not bid with a City of Columbus MBE/WBE Program goal and the requirements of the City’s MBE/WBE Program are not applicable to this contract.

 

As part of their proposal, EMH&T has proposed the following subconsultants to perform contract work:

6.  FISCAL IMPACT

Funding in the amount of $299,564.90 is available and appropriated within the Electricity Bond Fund, Fund 6303.  An amendment to the 2023 Capital Improvement Budget is needed to align budget authority with the proper project.  A transfer of cash and appropriation between projects within the Electricity Bond Fund is needed to align cash and appropriation with the proper project.

WHEREAS, the Department of Public Utilities is engaged in the Circuit 23 Street Lighting Improvements project; and

 

WHEREAS, one proposal for the Circuit 23 Street Lighting Improvements project was received and evaluated by the evaluation committee; and

 

WHEREAS, the evaluation committee recommended EMH&T be awarded the contract for this project; and

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to enter into a professional services contract with EMH&T for the Circuit 23 Street Lighting Improvements project; and

 

WHEREAS, the 2023 Capital Improvements Budget must be modified to align budget authority with the proper project; and

 

WHEREAS, it is necessary to transfer cash and appropriation between projects within the Electricity Bond Fund, Fund 6303, to align cash and appropriation with the proper project; and

 

WHEREAS, it is necessary to authorize an expenditure of funds from the Electricity Bond Fund, Fund 6303, to pay for the contracted services for the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the 2023 Capital Improvements Budget authorized by Ordinance 1711-2023 be amended as follows to establish sufficient budget authority for this project:

SECTION 2.  That the transfer of $84,564.90, or so much thereof as may be needed, is hereby authorized within the Electricity Bond Fund, Fund 6303, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of Public Utilities is hereby authorized to enter into a professional services and construction services contract for the Circuit 23 Street Lighting Improvements project with EMH&T, 5500 New Albany Road, Columbus, OH 43054, in an amount up to $299,564.90, in accordance with the terms and conditions of the contract on file in the Department of Public Utilities.

 

SECTION 4.  That the expenditure of $299,564.90, or so much thereof as may be needed, is hereby authorized to pay for this contract per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 8.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
