Explanation

 

BackgroundThis legislation authorizes the Public Service Director to enter into a professional services engineering contract for the Transportation Division for the Universal Road Reconstruction project with W. E. Stilson, LLC in the amount of $169,869.00. The project is located on Universal Road between Fairwood Avenue and Progress Avenue.  The purpose of the project is to reconstruct Universal Road which is deteriorating and investigate the possibility of constructing sidewalks in this industrial area. A professional services contract for engineering is needed to assure timely completion of the design as the Transportation Division does not maintain adequate staff or all of the various disciplines necessary to complete such design in house.

 

The selection process for the professional service contract has been done in accordance with provisions of Chapter 329.12 of Columbus City Codes 1959. 

Fourteen firms (9 Maj; 3 MBE; 1 FBE; 1 MBR) submitted proposals: Advanced Civil Design, American Consulting Inc, Burgess & Niple, CEC, C.T. Consultants, Dynotec, Moody-Nolan, Poggemeyer Design Group, Pomeroy & Associates, Resource International, Ribway Engineering, R.W. Armstrong, Star Consultants, and W.E. Stilson.

 

The evaluation committee determined that W. E. Stilson, LLC, CC #31-1702689, expires 7/13/08, submitted the best overall proposal.

 

Emergency action is requested so that this design project can begin in a timely manner to improve the condition of this deteriorating roadway and keep commitments made to the local community.

 

Fiscal Impact:  Funds in the amount of $169,869.00 are budgeted and available in the 1995, 1999, 2004 Voted Streets and Highways Fund within the 2007 Capital Improvement Budget for the Transportation Division.

Body

 

WHEREAS, there is a need to improve Universal Road and;

 

WHEREAS, the Director of Public Service has identified the need to enter into a professional service contract for the preparation of engineering for the Universal Road Reconstruction project and;

 

WHEREAS, a satisfactory proposal has been submitted by W. E. Stilson, LLC; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that the contract should go forth immediately so that the work may proceed without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract with W. E. Stilson, LLC, in an amount not to exceed $169,869.00 for engineering of the Universal Road Reconstruction project.

 

SECTION 2.  That for the purpose of paying the cost thereof, the sum of $169,869.00 or so much thereof as may be needed, is hereby authorized to be expended from 1995, 1999, 2004 Voted Streets and Highways Fund for the Transportation Division as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
