Explanation
BACKGROUND: This legislation authorizes the expenditure of $50,400 to modify and increase contract EL007252 with the Community Shelter Board (CSB) for the Homeless Prevention and Transition Programs. The modification will provide $50,400.00 from the General Fund for the purpose of continuing the city's support of Homeless Prevention and Transition Programs. The Homeless Prevention Program reduces the number of persons needing shelter by preventing families and individuals from becoming homeless through relocation, case management, service linkages and mediation services, as well as short-term financial rent, mortgage or utility assistance. The Transitions Program reintegrates families and individuals who are currently homeless into the community through provisions of relocation, case management, service linkage and short-term rental assistance.
Emergency action is requested so that the Community Shelter Board can continue to provide these services without interruption.
FISCAL IMPACT: $50,400 will be expended from the City's General Funds.

Whereas, this legislation authorizes the expenditure of these funds to modify and increase the Community Shelter Board (CSB) contract for the Homeless Prevention and Transition Programs; and
Whereas, the Community Shelter Board (CSB) Homeless Prevention and Transition Programs provide support for preventing families and individuals from becoming homeless; and
Whereas, the Community Shelter Board (CSB) will receive an additional $50,400; and
Whereas, the grant funds are from the City's General Fund; and
Whereas, emergency action is requested to avoid interruptions in program services; and
Whereas, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to expend the aforementioned grant funds, thereby preserving the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Development Director is hereby authorized to modify the Homeless Prevention and Transition Programs contract EL007252 with Community Shelter Board by increasing the contract amount by $50,400.
Section 2. That for the purposes stated in Section 1 above, the expenditure of $50,400 or so much thereof as may be necessary and be and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-10, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 440284.
Section 3. That this contract is amended pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.
Section 4. That in the reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
