Explanation

BACKGROUND

This legislation authorizes the Director of the Department of Development to enter into a Grant Agreement, in an amount up to $200,000.00, with IMPACT Community Action to provide a capital grant to support the IMPACT 2020 campaign supporting real property improvements and public benefit programs (“Project”).

                     

IMPACT Community Action relocated its headquarters to 711 Southwood Avenue on the City’s Southside.  The new headquarters will enable IMPACT Community Action to fight poverty and inspire hope in new and innovative ways through their IMPACT 2020 campaign.  This is a three-phase campaign that began in 2020 and includes the following milestones:

 

Phase One - (Quiet Phase) our campaign successfully raised $250K for costs paid and/or encumbered prior to our move date in April.  We are grateful to the Columbus Foundation for supporting this phase at $75k.

 

Phase Two - (April 2020 - December 2020) Goal is $750K for technology, telephony, furniture, security monitoring equipment, fiber optic cabling and building renovations. 

 

Phase Three - (January 2021 through December 2021).  This phase will support aspirational goals connected to our commercial kitchen/cafeteria, multimedia conference rooms, social enterprise ventures with the skilled trades and our affordable rental housing pilot.

 

Emergency action is requested in order to fund IMPACT Community Action in order to allow renovation so it can continue to  deliver programming for the community.

 

FISCAL IMPACT:  Funding is available in 2020 Capital Improvement Budget.

 

CONTRACT COMPLIANCE:  the vendor number is 00147 and expires 12/16/21.

 

Title

To authorize the Director of Development to enter into a Grant Agreement in an amount up to $200,000.00 with IMPACT Community Action to provide a capital grant to support the IMPACT 2020 campaign supporting real property improvements and public benefit programs; and to declare an emergency. Body

WHEREAS, Columbus City Council approved Ordinance 2521-2020 establishing the 2020 Capital Improvement Budget; and

 

WHEREAS, the City made a commitment of $200,000 for IMPACT Community Action in support of the IMPACT 2020 campaign; and

 

WHEREAS, IMPACT Community Action has a three-phase plan to renovate their new headquarters to deliver programming for the community; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development to authorize the Director to enter into a grant agreement with IMPACT so it can continue to  deliver programming for the community, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Development be and is hereby authorized to enter into a Grant Agreement, in an amount up to $200,000.00, with IMPACT Community Action to provide a capital grant to support the IMPACT 2020 campaign supporting real property improvements and public benefit programs.

 

SECTION 2.  That for the purpose as stated in Section 1, the expenditure of $200,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7735 (Northland & Other Acquistions), Project 782016-100000, Dept. 44-01 (Administration), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
