BACKGROUND: The purpose of this legislation is to authorize the Board of Health to enter into various contracts related to renovation of the Health Department's facility located at 240 Parsons Ave. A contract with KNS Services, Inc., for $4,750.00 is needed for electrical services for the Health Department's public address paging system. Consulting services with Security Risk Management Consultants, Inc., for $4,200.00 are needed to ensure specifications for the purchase and installation of a digital video surveillance system meet the needs of the Department.
This ordinance is requested as an emergency to allow for the timely procurement of needed services, thereby allowing the renovation project to proceed without delay.
The contract compliance number for KNS Services, Inc., is 31-1460220. The contract compliance number for Security Risk Management, Inc., is 31-1281111.
FISCAL IMPACT: This capital improvement project expenditure is budgeted within The Blind School Renovation Project, Fund 706.

To authorize the Board of Health to enter into contracts with KNS Services, Inc., for electrical services ($4,750) and Security Risk Management Consultants, Inc., for consulting services ($4,200); to authorize the expenditure of $8,950.00 from the Voted 1999 Health Renovation Fund; and to declare an emergency. Body
WHEREAS, a need exists for services both related to the renovation of the Health Department's facility located at 240 Parsons Avenue; and,
WHEREAS, a need exists for electrical services for the Health Department's public address system; and,
WHEREAS, a need exists for purchase specification consulting services for the impending purchase of a digital video surveillance system for the Health Department; and,
WHEREAS, KNS Services, Inc., and Security Risk Management Consultants, Inc., have the respective expertise to provide the needed services; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contracts with KNS Services, Inc., and Security Risk Management Consultants, Inc.in order for the renovation of this facility to proceed without delay, for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized to enter into contract for $4,750.00 with KNS Services, Inc., for electrical services for the Blind School Renovation Project.
SECTION 2. That the Board of Health is hereby authorized to enter into contract for $4,200.00 with Security Risk Management Consultants, Inc., for purchase specification consulting services.
SECTION 3. That the expenditure is hereby authorized from the Health Renovation Fund, Health Department, Division No. 50-01, Fund: 706, Project No: 570053, Object Level 3: 6620, OCA: 597013, Amount: $8,950.00.
SECTION 4. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
