Explanation
BACKGROUND: This legislation authorizes the transfer within the Division of Neighborhood Development, $40,000 within the General Fund, and the subsequent transfer and appropriation to the Health Operating Fund in order to fund the Council on Healthy Mothers and Babies. This transfer is necessary because the original appropriation was made to the Department of Development. After further consideration it was determined that the most appropriate department to oversee this contract is the Health Department.
FISCAL IMPACT: Funding for this transfer occurred with the passage of the 2007 General Fund Budget on February 5, 2007.
EMERGENCY: There is an immediate need to transfer $40,000 within the Neighborhood Development, in the General Fund, and the subsequent transfer and appropriation to the Health Operating Fund to provide authority to enter into a contract with the Council of Healthy Mothers and Babies.

To authorize and direct the transfer of $40,000 within the Division of Neighborhood Development in the General Fund, and the subsequent transfer and appropriation to the Health Operating Fund for the purpose of entering into contact with the Council on Healthy Mothers and Babies; and to declare an emergency. WHEREAS, this legislation authorizes the transfer of $40,000 within the Division of Neighborhood Development, in the General Fund, and the subsequent transfer and appropriation to the Health Operating fund for the purpose of entering onto contract with the Council on Healthy Mothers and Babies, and;
WHEREAS, this transfer is necessary because the original appropriation was made to the Department of Development, and upon review, it was determined that the most appropriate department to oversee this contract was the Health Department, and;
WHEREAS, funding for this transfer occurred with the passage of the 2007 General Fund Budget on 2-5-07, and;
WHEREAS, an emergency exits in the usual daily operation of the Department of Health in that it is immediately necessary to transfer $40,000 from the Division of Neighborhood Development in the General Fund, and to subsequently transfer and appropriate said funds to the Health Operating fund for the purpose of entering into contact with the Council on Healthy Mothers and Babies, thereby preserving the public health, peace, property, safety, and welfare; now therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the City Auditor is hereby authorized and directed to transfer $40,000.00 within the General Fund, Fund 010, in the Division of Neighborhood Development, Division No. 44-05, from Object Level One 03 to Object Level One 10 in OCA 440280.
SECTION 2: That the City Auditor is hereby authorized and directed to transfer said funds from the Division of Neighborhood Development, in the General Fund, to the Health Operating Fund, Fund 250, and to appropriate said funds to OCA Code 502047, Object Level One - 03, Object Level Three - 3337.
SECTION 3: That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
