CITY DEPARTMENTS' RECOMMENDATION: Approval. The 4.7± acre site consists of five parcels developed with single-unit dwellings in the CPD, Commercial Planned Development District. The requested AR-1, Apartment Residential District will allow for multi-unit residential development. This proposal is a continuation of the apartment complex development directly to the east that was approved by Ordinance #3577-2024 (Z23-012) and Ordinance #3570-2024 (CV23-019), respectively. The Trabue Roberts Area Plan (2011) recommends “Neighborhood Mixed Use” land uses at this location, which includes a density recommendation of 16-45 dwelling units per acre. The proposed development is consistent with the Plan’s recommended land use and density, as well as the existing zoning and development pattern along Trabue Road and McKinley Avenue. The proposal also meets the City’s objective to provide more housing in all neighborhoods throughout Columbus. A concurrent Council Variance (Ordinance #2291-2025; CV25-022) is included with this project, and proposes a 126-unit apartment complex with variances to conform an existing monopole, and to reduce the minimum width of parking lot screening, the required building setback line, and the width of the required perimeter yard.

WHEREAS, application #Z25-010 is on file with the Department of Building and Zoning Services requesting rezoning of 4.7± acres from CPD, Commercial Planned Development District, to AR-1, Apartment Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the West Scioto Area Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested AR-1, Apartment Residential District will allow multi-unit residential development that is consistent with the land use recommendations of the Trabue Roberts Area Plan, and the surrounding zoning and development pattern. The proposal also meets the City’s objective to provide more housing in all neighborhoods throughout Columbus; now, therefore:

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the AR-1, Apartment Residential District on this property.
SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said official zoning map in the office of the Department of Building and Zoning Services.
SECTION 4. That the traffic-related commitments for this area have been established and are contained in the commitments for Council Variance application #CV25-022, as written in Ordinance #2291-2025.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
