Title: To authorize the Director of the Department of Development to transfer the control and maintenance responsibilities of six (6) parcels (010-069546 (1994 Aberdeen Ave.), 010-069547 (1994 Aberdeen Ave.), 010-069559 (2761 Fern Ave.), 010-069687 (1947 Denune Ave.), 010-070965 (2288 Bancroft St.), & 010-079892 (2319 Traymore Place, Reimbursement $15,990.00) held in the Land Bank from the Department of Development, Land Redevelopment Office, to the Department of Public Utilities, Division of Sewerage and Drainage to facilitate the Agler/Berrell Integrated Solutions Green Infrastructure Project; and to declare an emergency.

Explanation

BACKGROUND:  The City of Columbus, Department of Development, Land Redevelopment Division owns six (6) parcels of real property that the Department of Public Utilities, Division of Sewerage and Drainage needs for the implementation of Blueprint Columbus. The Department of Public Utilities, Division of Sewerage and Drainage will use these parcels for Capital Improvement Project CIP 650870-100703 - Agler/Berrell Integrated Solutions Green Infrastructure Project and CIP 650870-100704 - Artane Parkwood Integrated Solutions Green Infrastructure Project and reimburse the Land Redevelopment Office. Each parcel will support long term usage of storm water treatment facilities.  The Department of Public Utilities, Division of Sewerage and Drainage will assume responsibility for the maintenance of this property after construction is complete.

The parcels are identified as Franklin County Parcel Numbers:

010-069546 (1994 Aberdeen Ave.), 010-069547 (1994 Aberdeen Ave.), 010-069559 (2761 Fern Ave.), 010-069687 (1947 Denune Ave.), 010-070965 (2288 Bancroft St.), & 010-079892 (2319 Traymore Place)

FISCAL IMPACT: No funding is required for this legislation. This is a City of Columbus Capital Improvements Project, funded through City funds and possible grants/loans from the Ohio Environmental Protection Agency. The Department of Public Utilities, Division of Sewerage and Drainage will pay the Department of Development, Land Redevelopment Office a total of $15,990.00 for the five parcels.

EMERGENCY JUSTIFICATION: Emergency Legislation is requested to expedite the transfer in order to reduce Land Bank maintenance costs.

Body

WHEREAS, Parcel Numbers: 010-069546 (1994 Aberdeen Ave.), 010-069547 (1994 Aberdeen Ave.), 010-069559 (2761 Fern Ave.), 010-069687 (1947 Denune Ave.), 010-070965 (2288 Bancroft St.), & 010-079892 (2319 Traymore Place)are currently controlled by the Land Redevelopment Division; and

WHEREAS, the Department of Public Utilities, Division of Sewerage and Drainage wishes to acquire these parcels from the Department of Development, Land Redevelopment Office to facilitate the Agler/Berrell and Artan/Parkwood Integrated Solutions Green Infrastructure Projects (CIP 650870-100703 and 650870-100704); and

WHEREAS, the Department of Development, Land Redevelopment Office no longer needs these parcels for redevelopment but the City of Columbus will retain ownership; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Land Redevelopment Office in that it is immediately necessary to expedite the transfer of control and maintenance responsibilities of these parcels to DPU, in order to reduce Land Bank maintenance costs, all for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Parcel Numbers: 010-069546 (1994 Aberdeen Ave.), 010-069547 (1994 Aberdeen Ave.), 010-069559 (2761 Fern Ave.), 010-069687 (1947 Denune Ave.), 010-070965 (2288 Bancroft St.), & 010-079892 (2319 Traymore Place) are no longer needed by the Department of Development, Land Redevelopment Division.

SECTION 2. That the control and maintenance responsibilities of the parcels listed in Section 1 hereof shall be transferred from the Department of Development, Land Redevelopment to the Department of Public Utilities, Division of Sewerage and Drainage.

 SECTION 3.  That, for the reasons stated in the preamble herein, which are hereby made of part hereof, is declared to be an emergency measure and shall take effect and be in force from and after adoption and approval by the Mayor or ten (10) days after its adoption if the Mayor neither approves nor vetoes the same.
