BACKGROUND: This ordinance authorizes the Director of Finance and Management, on behalf of the Facilities Management Division, to enter into a contract with General Temperature Control, Incorporated to replace the pool boiler at the Columbus Police Academy.
The scope of work will provide the necessary replacement of the pool boiler; located at 1000 N. Hague Ave., Columbus, OH 43204, to include parts, labor, equipment, materials and disposal.
A competitive bidding process was conducted via BidExpress on behalf of the Facilities Management Division, and only one (1) bid was submitted and received by General Temperature Control, Incorporated. in the amount of $38,150.00.

WHEREAS, Only one (1) bid was submitted by General Temperature Control, Incorporated and received to replace the pool boiler at the Columbus Police Academy and opened on behalf of the Facilities Management Division on May 4, 2026, in the amount of $38,150.00; and
WHEREAS, it is necessary to authorize the Director of Finance and Management to award and execute a contract for the pool boiler replacement to include parts, labor, equipment, materials and disposal; and
WHEREAS, it is necessary to transfer and expenditure of funds within the General Permanent Improvement Fund; and
WHEREAS, it is necessary to amend the 2025 Capital Improvement Budget; and
WHEREAS, it has become necessary in the daily operation of the Department of Finance and Management, Facilities Management Division, to enter into a contract with General Temperature Control, Incorporated for the pool boiler replacement; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management, on behalf of the Facilities Management Division, is authorized to enter into contract with General Temperature Control, Incorporated to replace the pool boiler at the Columbus Police Academy to include parts, labor, equipment, materials and disposal.
SECTION 2. That the transfer of $38,150.00, or so much thereof as may be necessary in regard to the actions authorized in SECTION 1, is hereby authorized in Fund 7748 - General Permanent Improvement Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the expenditure of $38,150.00, or so much thereof as may be necessary in regard to the actions authorized in SECTION 1, is hereby authorized in Fund 7748 - General Permanent Improvement Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.
SECTION 4. That the 2025 Capital Improvement Budget is hereby amended per the accounting codes in the attachment to this ordinance.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is hereby authorized to transfer the unencumbered balance remaining for this account to the unallocated balance account within the same fund upon receipt of proper notification from the Department of Finance and Management that the project has been completed and the monies are no longer required for this project.
SECTION 7. That the City Auditor is authorized to establish proper accounting codes as appropriate.
SECTION 8. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 9. That this ordinance shall take effect and be in force from and after its passage from the earliest period allowed by law.
