Explanation
This legislation will authorize the Columbus City Attorney to accept a grant award from the State of Ohio, Office of the Attorney General in the amount of $144,325.00 for the Victims of Crime Act (VOCA) Domestic Violence Advocates Grant #2008-VA-DSCE-537 for the funding of the VOCA Domestic Violence Advocates program within the Columbus City Attorney's Office. The Domestic Violence unit assists witnesses and victims of domestic violence through the legal process and provides counseling, referrals, and linkage with agencies and community resources. This ordinance will further authorize the transfer and appropriation of matching funds required by the grant award.

To authorize the Columbus City Attorney to accept a grant from the State of Ohio, Office of the Attorney General in the amount of $108,244.00 for the continued funding of the VOCA Domestic Violence Advocates program; to authorize appropriation of said funds; to authorize the transfer and appropriation of matching funds required by the acceptance of this grant award in the amount of $36,081.00; and to declare an emergency. WHEREAS, the State of Ohio, Office of the Attorney General has awarded the Columbus City Attorney's Office a grant in the amount of One Hundred Eight Thousand Two Hundred Forty-four Dollars ($108,244.00) for the period October 1, 2007 through September 30, 2008, Grant No. 2008-VA-DSCE-537 VOCA Domestic Violence Advocates; and
WHEREAS, the acceptance of this grant requires the Columbus City Attorney to supply matching funds in the amount of Thirty-six Thousand Eighty-one Dollars ($36,081.00); and
WHEREAS, an emergency exists in the daily operation of the Columbus City Attorney's Office in that it is necessary to immediately accept and appropriate the grant funds and transfer and appropriate the matching funds in order that the services supported may continue uninterrupted and for the preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO
SECTION 1. That the amount of Thirty-six Thousand Eighty-one Dollars ($36,081.00) is hereby transferred from the General Fund of the Columbus City Attorney's Office as follows:

SECTION 2. That the Columbus City Attorney is hereby authorized to accept a grant award from the State of Ohio, Office of the Attorney General in the amount of One Hundred Eight Thousand Two Hundred Forty-four Dollars ($108,244.00) for the VOCA Domestic Violence Advocates Grant No. 2008-VA-DSCE-537.
SECTION 3. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the project award period the sum of One Hundred Forty-four Thousand Three Hundred Twenty-five Dollars ($144,325.00) is appropriated as follows: department 2401, fund number 220, VOCA DV Advocates Grant, grant number 248295, organizational cost account 240853, object level three 1000.
SECTION 4. That the funds appropriated in the foregoing Section 3 shall be paid upon order of the Columbus City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the Columbus City Auditor.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
