Background:
This ordinance is needed to modify the service contract and extend the service contract with Dawn Tyler Lee dba Forrest Street Consulting through August 31, 2026. The proposed ordinance reflects a strategic investment in leadership development through a structured retreat and targeted training sessions designed to strengthen internal alignment, communication, and service delivery. Emergency Justification: Emergency action is requested to allow Dawn Tyler Lee dba Forrest Street Consulting to deliver the contracted services without interruption or delay of payment.

WHEREAS, the Department of Neighborhoods has a need for professional development services for a leadership team retreat and strategic planning; and
WHEREAS, the vendor has the necessary experience and expertise to provide said services; and
WHEREAS, the current service contract ends May 1, 2026; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Neighborhoods in that it is immediately necessary to authorize the Director of Neighborhoods to modify and extend the service contract with Dawn Tyler Lee dba Forrest Street Consulting to allow deliverables and payment to be completed prior to the expiration of the current contract period; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Neighborhoods is hereby authorized to amend the service contract terms with the Dawn Tyler Lee dba Forrest Street Consulting to extend the end date to August 31, 2026.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Code.
SECTION 3. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
