BACKGROUND
This ordinance authorizes the Director of the Recreation and Parks Department to increase a not-for-profit with the Pickaway County Commission on Aging, Inc., D.B.A. the Pickaway Senior Center to provide an additional $150,000.00 to support home-delivered and congregate meal services for older adults in Pickaway County.
This contract was initially approved in Ordinance 2960-2024 authorizing not-for-profit service contracts with Title III/Senior Community Services providers for the period January 1, 2025, through December 31, 2025
The Central Ohio Area Agency on Aging of the Recreation and Parks Department is annually awarded Older Americans Act (OAA) Title III funds from the Ohio Department of Aging for the continuation of services to older adults in the Central Ohio area, including Delaware, Fairfield, Fayette, Franklin, Licking, Madison, Pickaway and Union Counties. The additional $150,000.00 authorized by this Ordinance was made available to the Central Ohio Area Agency on Aging from the Ohio Department of Aging to support the provision of home-delivered and congregate meal services in Pickaway County.
Approximately 1,000 individuals are expected to be served.
FISCAL IMPACT
$150,000.00 is required and budgeted from the Recreation and Parks Grant Fund to meet the financial obligation of this contract modification.
This Ordinance is contingent on the passage of Ordinance 2960-2024.
EMERGENCY JUSTIFICATION
COAAA is requesting emergency justification to ensure nutrition services funds are available as soon as possible to prevent any disruption of services to older adult residents who rely on these services.

To authorize and direct the Director of the Department of Recreation and Parks to increase a not-for-profit service contract with the Pickaway County Commission on Aging, Inc. to provide social and nutrition services to older adults in Central Ohio for the period of January 1, 2025, to December 31, 2025; and to authorize the expenditure of $150,000.00 from the Recreation and Parks Grant Fund; and to declare an emergency. Body
WHEREAS, Older Americans Act (OAA) Title III funding to enter into a not-for-profit services contract with the Pickaway County Commission on Aging, Inc. to provide social and nutrition services to older adults in Central Ohio for the period of January 1, 2025, to December 31, 2025, was made available to the Central Ohio Area Agency on Aging from the Ohio Department of Aging; and
WHEREAS, such expenditure of funds has not been previously accounted for in the 2024 Budget; and
WHEREAS, an increase is required to ensure the Pickaway County Commission on Aging, Inc. has funds available to provide home-delivered and congregate meal services to older adults in Pickaway County; and
WHEREAS, it is necessary to authorize the Director of the Department of Recreation and Parks to increase the not-for-profit services contract with the Pickaway County Commission on Aging, Inc. for an additional $150,000.00 for the provision of congregate and home-delivered meals for the period January 1, 2025, through December 31, 2025; and
WHEREAS, it is necessary to authorize an expenditure in the amount of $150,000.00 from the Recreation and Parks Grant Fund No. 2286; and
WHEREAS, an emergency exists in the daily operation of the Recreation and Parks Department to ensure these funds are distributed to the Pickaway County Commission on Aging, Inc. quickly so as to not disrupt or delay vital services to older adults, this preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks is authorized and directed to increase a not-for-profit service contract with the Pickaway County Commission on Aging, Inc. for the provision of social and nutrition services to older adults in Central Ohio for the period January 1, 2025, through December 31, 2025.
SECTION 2. That said contract is awarded pursuant to City Code Sections 329 relating to not-for-profit service contracts. Pursuant to City Code Section 329, the services provided by the Pickaway County Commission on Aging, Inc. cannot be provided by existing city employees under the terms of the grant agreement.
SECTION 3. That to pay the cost of said contract increase, the expenditure of $150,000.00 or so much thereof as may be necessary, be and is hereby authorized from and within the Recreation and Parks Grant Fund No. 2286, per the accounting codes in the attachment to this ordinance.
SECTION 4. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized, and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes it.
