Explanation
This legislation authorizes the Director of the Office of Education to accept, appropriate and expend monies received from the Franklin County Department of Job and Family Services and enter into contract with Tech Corps Ohio. This money will be used for funding of the City Student Tech Corps program from October 1,2007 to June 30, 2008. This program will provide basic technology training for TANF eligible students 14 to 18 years old.
FISCAL IMPACT: $94,900.00 will be received from the Franklin County Department of Job and Family Services to fund the City Student Tech Corps program. Money will be in Education Special Grant Fund 291, Grant 400002 OCA 40002 OBJ LVL 03-3336. Tech Corps Ohio will receive $73,800.00. The money will be reimbursed for services rendered.

To authorize the Director of the Office of Education to accept a grant in the amount of $94,900.00 from Franklin County Department of Job and Family Services; to authorize and direct the Director of Office of Education to enter into contract with Tech Corps Ohio for the purpose of providing basic technology training for students age 14 to 18 who are TANF eligible; and to declare an emergency.

WHEREAS, the Director of the Mayor's Office of Education desires to accept, appropriate and expend $94,900.00 received from the Franklin County Department of Job and Family Services; and
WHEREAS, the Director of the Mayor's Office of Education desires to enter into contract with Tech Corps Ohio to provide training; and
WHEREAS, the training provided with these dollars will be of the highest quality; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to authorize the acceptance of this grant and to enter into contract with Tech Corps Ohio to avoid interruption in necessary services, thereby preserving the public health, peace, property, safety and welfare; and now,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS.
SECTION 1. That the Director of the Mayor's Office of Education be and is hereby authorized and directed to accept a grant, appropriate and expend $94,900.00 from Franklin County Department of Job and Family Services.
SECTION 2. That the Director of the Office of Education is hereby authorized and directed to enter into contract with TECH CORPS Ohio to provide basic technology training from October 1, 2007 to June 1, 2008.
SECTION 3. That for the purposes of funding said program, $94,900.00 is hereby authorized to be appropriated to and expended from in the following manner:
Department 40-04, Education Special Grants Fund 291, Grant 400002, OCA 400002 OBJ LVL 03-3336 and 02-2201.
To be appropriated as follows:
Tech Corps Ohio contract 40-04 $73,800.00 400002 3336
Office of Education 40-04 $20,600.00 400002 3336 (space cost, printing, advertising)
Office of Education 40-04 500.00 400002 2201 (supplies)
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
