Explanation
BACKGROUND
This ordinance authorizes the Director of the Department of Technology to enter into a contract with CDW Government, LLC, utilizing the State Term Contract -- RSC024735 for the purchase of SolarWinds software products, in the amount of $120,440.75.
The Department of Technology uses SolarWinds software products that includes the following but is not limited to: network device availability, bandwidth utilization, software upgrades and traffic analysis. SolarWinds gives our infrastructure team the enterprise tools needed to perform in-depth analysis and maintain support of critical systems. Without this purchase of the SolarWinds software, the network infrastructure team lacks the proper enterprise tools needed to troubleshoot complex network issues and anomalies. The purchase of SolarWinds was originally authorized by Ordinance No. 3190-2022, which authorized a Universal Term Contract for the purchase of the software, with an expiration date of June 30, 2025.
This procurement is being done via CDW-G’s State of Ohio’s State Term Schedule RSC024735. DoT obtained three (3) quotes through this schedule. CDW-G, LLC submitted the lowest quote.
The quotes that were submitted are as follows:
Brown Enterprise Solutions $142,036.46
CDW Government LLC $120,440.75
IntelliTech Systems Inc. $122,476.27
This ordinance also authorizes the expenditure of $120,440.75 for the above-described purpose.
The term of this contract will be for one year, beginning on November 18, 2025, and ending on November 17, 2026 at a total cost of $120,440.75.
FISCAL IMPACT
Funds, in the amount of $120,440.75 for this expenditure are budgeted and available within the Department of Technology, Information Services Division, Information Services Operating Fund.

WHEREAS, the Department of Technology has a need to obtain SolarWinds software products for network monitoring and related services; and
WHEREAS, this ordinance authorizes the Director of the Department of Technology to enter into contract with CDW Government LLC, at a cost of $120,440.75 for the purchase of SolarWinds software product, utilizing the State Term Schedule (STS) contract RSC024735; and
WHEREAS, the funds in the amount of $120,440.75 is available from the Department of Technology, Information Services Operating Fund; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director to enter into contract with CDW Government, LLC, utilizing the State Term Contract - RSC024735 for the purchase of SolarWinds software products for the preservation of the public health, peace, property, safety, and welfare; and health, peace, property and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Technology be and is hereby authorized to enter into a contract with CDW Government, LLC, utilizing the State Term Contract - RSC024735 for the purchase of SolarWinds software products, in the amount of $120,440.75, for a period of one year, beginning on November 18, 2025 and ending on November 17, 2026.
SECTION 2. That the expenditure of $120,440.75, or so much thereof as may be necessary, is hereby authorized to be expended as shown in the attachment to this ordinance. (See 1888-2025EXP)
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
