Explanation
BACKGROUND: The existing roof areas for four Wellhouses at Parsons Avenue Water Plant (PAWP) were originally constructed in the early 1980's; they are in need of rehabilitation. In order to prevent damage to the building and equipment, these roofs need to be removed and replaced.
The procurement of this contract was conducted in accordance with Section 329.09 of the Columbus City Code.
Competitive bids were received and opened at the office of the Director of Public Utilities on August 1, 2007. Four (4) bids were received. Of the four (4) bids received, the lowest responsive and responsible and best bidder was VEC Systems, Inc. The bid of K & W Roofing, Inc. was deemed to be non-responsive due to no dollar amount (or percentage) filled in on the proposal bond form and therefore not a valid Proposal Bond in accordance with CMSC 102.08. The bid of General Maintenance & Engineering was non-responsive due to failure to provide a proposal bond amount of not less than 10% of their bid in accordance with CMSC 102.08. The bid of Field and Associates was non-responsive due to not including the entire Bid Submittal Document in accordance with CMSC 102.07.

EMERGENCY PROVISION: Emergency legislation is being requested to take advantage of the remaining 2007 construction season and to implement the repairs as soon as possible to eliminate water leakage into the existing facilities.

WHEREAS, the Director of Public Utilities did receive and open bids on August 1, 2007 for the Parsons Avenue Water Plant Miscellaneous Improvements - Wellhouse Roof Replacement for the Division of Power and Water, Department of Public Utilities, and
WHEREAS, a satisfactory low bid has been received, and
WHEREAS: An emergency exists in the usual daily operation of the Division of Power and Water, Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a Contract with VEC Systems, Inc. for the Parsons Avenue Water Plant Miscellaneous Improvements - Wellhouse Roof Replacement, for the Division of Power and Water, to commence the work prior to the end of the 2007 construction season and to implement the repairs as soon as possible to eliminate water leakage into the existing facilities, therefore emergency legislation is being requested, for the preservation of public health, peace, property and safety now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. The Director of Public Utilities be and is hereby authorized to enter into a Contract with VEC Systems, Inc., in the amount of $129,605.00 for the Parsons Avenue Water Plant Miscellaneous Improvements - Wellhouse Roof Replacement for the Division of Power and Water, Department of Public Utilities, Contract No. 1103, Project Number 690429 on the basis of the lowest responsive and responsible bid received on August 1, 2007.
SECTION 2. That for the purpose of paying the cost thereof, the expenditure of $129,605.00 is hereby authorized from Waterworks Enlargement Voted 1991 Bonds Fund No. 606, Department of Public Utilities, Division of Power and Water, Dept./Division No. 60-09, Object Level Three 6623, Project No. 690429, OCA Code 606429.
SECTION 3. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 4. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 6. The City Auditor is hereby authorized and directed to transfer funds from within the Waterworks Enlargement Voted 1991 Bonds Fund, Fund No. 606, Department of Public Utilities, Division of Power & Water, as follows:
