Title: To authorize and direct the Board of Health to modify and increase a contract with Children's Hospital for the provision of a WIC clinic; to authorize the expenditure of $15,000 from the Health Department Grants Fund, and to declare an emergency. ($15,000)
Explanation
 
BACKGROUND:       Contract No. DL003715 authorized the expenditure of $275,000 to Children's Hospital as part of the Women, Infants and Children (WIC) grant program.  The Columbus Health Department has been designated as the primary grantee agency and administrator for all WIC programs in Franklin County.  The grant funds awarded provide for a contract with Children's Hospital for the operation of a WIC Clinic at their facility, for the period of October 1, 2002 through September 30, 2003.  Additional funds will allow for continued services.  Changes to the current contract will be in Compensation.  The cost of the modification for these additional services will not exceed $15,000 for a total contract cost of $290,000.Emergency action is requested in order to ensure uninterrupted client services.
 
FISCAL IMPACT:  Funds for this expenditure were budgeted in the 2003 Health Department Grants Fund.

Body
 
WHEREAS,      Contract No. DL003715 authorized the expenditure of $275,000 to Children's Hospital to staff and operate a WIC clinic in accordance with State WIC guidelines; and,
 
WHEREAS,      additional work is needed to continue these services through September 30, 2003; and,
 
WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to modify and increase said contract with Children's Hospital for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Board of Health is hereby authorized and directed to modify Contract No. DL003715 with Children's Hospital to provide a WIC clinic for the period of October 1, 2002 through September 30, 2003, in an amount not to exceed $15,000.
 
SECTION 2.      That the expenditure of $15,000 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department of Health, Department No. 50-01, Object Level One 03, Object Level Three 3351, OCA No. 502016, Grant No. 502016.
 
SECTION 3.      That this modification and increase is awarded in accordance with Section 329.16 of the Columbus City Code.
 
SECTION 4.      That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
 
SECTION 5.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
