Explanation
 
BACKGROUND: The City of Columbus operates and maintains parking meters in various locations throughout the City.  These meters include locks to secure the coins collected.  The locks for these meters have proven to be susceptible to entry by unauthorized persons.   It has been determined that the current locking mechanisms for these meters are outdated and with knowledge of the system can be penetrated.  For this reason the Public Service department has deemed it necessary to replace these locks and keys.  
 
The most desirable and highly secure locking mechanism for these City Parking Meters is manufactured by Abloy Security, Inc and the only authorized resaler in this region of the country is Midwest Security Products, CC#: 341497163 (expiring 6/5/09).  These Abloy locks have several unique features that make them a desirable replacement for the current meter locks.  These features include the use of rotating cylinders instead of springs and pins.  The spring and pin mechanism has recently been found to be penetrable by a method called "bumping".  The keys for these new locks are only able to be duplicated by the manufacturer.   Another positive feature is the rotating cylinder mechanism which is something of a self cleaning mechanism.  Each time it is turned the dirt and grime that sometimes accumulates in these locks is flushed.  This feature will hopefully will reduce the cost of lock maintenance.  For these reasons it is recommended that the provisions of the City Code in regards to competitive bidding be waived and Midwest Security Products be awarded the contract to provide locks, keys, and materials necessary for the operation of the locks.
 
Emergency action is requested to ensure that the City's assets, in the form of revenue from these parking meters, are secured in a timely manner with current technology.
 
FISCAL IMPACT: Funding for the Purchase of these locks, keys, and materials necessary for the operation of the locks is budgeted and available in the Parking Meter Project within the 1995, 1999, 2004 Voted Streets and Highway Improvement Fund in the Parking Meter Project.
 
Title
 
To authorize and direct the Public Service Director to enter into contract with Midwest Security Products, Inc. for the purchase of locks, keys, and materials necessary for the operation of the locks; to waive competitive bidding requirements of the Columbus City Code; to authorize the expenditure of $106,000.00 from the 1995, 1999, 2004 Voted Streets and Highway Improvement Fund; and to declare an emergency. ($106,000.00).
 
Body
 
WHEREAS, the City operates and maintains parking meters in various locations citywide; and
 
WHEREAS, the Public Service Department has determined that it is necessary to replace the existing locks and corresponding equipment necessary to secure the monies collected from these meters; and
 
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that it is immediately necessary to enter into a contract for these locks to secure City assets, thereby preserving the public health, peace, property, safety, and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Public Service Director be and is hereby authorized and directed to enter into  contract with Midwest Security Products, 3840 Herr Road, Sylvania, OH 43560, for the purchase of locks, keys, and materials necessary for the operation of the locks
 
SECTION 2. That for the purpose of paying for said costs the sum of $106,000.00, or so much thereof as may be needed, is hereby authorized to be expended from Fund 704, the 1995, 1999, 2004 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6651, OCA Code 644385 and Project 540001.
 
SECTION 3. That in accordance with Section 329.27 of the Columbus City Code, this Council finds the best interest of the City is served by waiving and does hereby waive section 329.06 (Formal Competitive Bidding) of the Columbus City Code.
 
SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 5. That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
