Explanation
Background: This ordinance authorizes the Director of Public Utilities to modify an existing contract with JadeTrak LLC. for the GreenSpot Program Metrics Platform. The modification amount being authorized by this ordinance is $20,000.00.
The GreenSpot program platform has over 23,000 members throughout the City of Columbus and the surrounding areas. Each member has an individualized dashboard to track their sustainability progress on the GreenSpot platform. JadeTrack provides the GreenSpot program with the technology and engagement tools to empower residents and businesses to track the effect of their sustainability efforts. The Department of Public Utilities has determined that it is in the best interest of the City to continue these services with JadeTrack instead of awarding and designing a new platform through other procurement processes. JadeTrack is the creator and owner of the GreenSpot platform and has the experience to continue providing this service to the residents of the City of Columbus. Additionally, due to the expected costs of implementing a new software platform that matches JadeTrack’s specialized offerings, it is in the best interest of the City to waive the provisions of competitive bidding and enter into a contract modification with JadeTrack LLC.
The need for additional services were planned for at the time of the initial contract because JadeTrack is the sole owner of the GreenSpot platform. This second modification will extend the contract to and including November 30, 2025. This modification will include website design changes that update the GreenSpot platform with new items, modifications to individual dashboards, the sign-up process, and eDashboards. It will also cover the general maintenance and housing of GreenSpot data. The annual subscription price is established by JadeTrack and fluctuates slightly from year to year.

WHEREAS, it is necessary to authorize the Director of Public Utilities to modify an existing contract with JadeTrack LLC to provide services associated with the GreenSpot Program Metrics Platform; and
WHEREAS, due to the expected costs of implementing a new software platform, it is in the best interest of the City to waive the provisions of competitive bidding in Chapter 329 of the Columbus City Codes and enter into a contract modification with JadeTrack LLC for the GreenSpot Program Metrics Platform; and
WHEREAS, it is necessary to authorize the expenditure of $20,000.00 from the Public Utilities Operating Fund, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds; and
WHEREAS, it has become necessary in the usual daily operations of the Department of Public Utilities in that it is necessary to authorize the Director to enter into a contract modification with JadeTrack LLC. for the GreenSpot Program Metrics Platform; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Utilities be and is hereby authorized to modify and extend an existing contract JadeTrack LLC for the GreenSpot Program Metrics Platform. The modification amount being authorized by this ordinance is $20,000.00 and the extension being authorized is until and including November 30, 2025.
SECTION 2. That this Council finds it in the best interest of the City to waive the competitive bidding provisions of Chapter 329 of the Columbus City Codes for the contract with JadeTrack LLC and does hereby waive the same.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for the purpose stated in Section 1, the expenditure of $20,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from Public Utilities in object class 03 Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes in the attachments to this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
