Explanation
 
Background:  This legislation authorizes the City to enter into a contract in an amount up to $175,152.19 for the Taylor Avenue Project, and to pay construction inspection costs up to $57,319.50.  This improvement details the construction of curb and sidewalk on Taylor Avenue from Harvard Avenue to Rosethorne Avenue and includes curbs, curb ramps, concrete sidewalk, minor pavement work, landscaping, and other associated work.  (See the attached map.)  This project is being is being completed on behalf of the Development department in conjunction with the Taylor Homes redevelopment.  The Notice to Proceed is estimated at June 25, 2003.   This project has been given 90 days to complete the construction of the project.  This project was advertised in the Columbus City Bulletin, Dodge Reports and Builders Exchange and was let by the Transportation Division.  Twelve bidders/suppliers were solicited (8 majority, 4 minority) and four bids were received (3 majority, 1 minority) and tabulated on May 15, 2003 as follows:
 
G & G Cement Contractors:  $172,132.46
Columbus Asphalt Paving, Inc.:  $175,152.18
McDaniels Construction Corp, Inc.:  $240,441.20
Complete General Construction:  $307,856.15
 
G&G Cement Contractors submitted the lowest bid but evaluation of the quality contractor criteria gives Columbus Asphalt Paving, Inc. the lowest effective bid after receiving additional 1% credits each for having health insurance, a retirement plan, and training which G&G did not have.  
 
Therefore, award will be made to Columbus Asphalt Paving, Inc., CC 31-0857095, expiration date 08/16/2004 for submitting the lowest responsive, responsible and best bid.
Emergency action is requested for the immediate execution of the construction contract for the earliest possible start of construction so that the improvement may be completed in the 2003 construction season.
 
Fiscal Impact:  Funds are budgeted for the Taylor Avenue project in the Voted 1995, Voted 1999 Streets and Highways Fund.

Body
 
WHEREAS,  bids were received and tabulated on May 15, 2003, for the Taylor Avenue Project; and
 
WHEREAS,  a satisfactory bid has been received; and
 
WHEREAS,  it is necessary to provide for construction inspection costs; and
 
WHEREAS,  an emergency exists in the usual daily operation of the Transportation Division, in that the contract should be let immediately so that the work may proceed without delay, thereby preserving the public health, peace, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Public Service be and is hereby authorized to enter into a contract with Columbus Asphalt Paving, 1196 Technology Drive, Gahanna, Ohio 43230, for the construction of the Taylor Avenue Project in the amount of $175,152.19 for the Transportation Division in accordance with the specifications and plans on file in the office of the Director of Public Service, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $57,319.50 thereof.
 
SECTION 2.  That for the purpose of paying the cost of the contract and inspection, the sum of $232,471.69, or so much thereof as may be needed, is hereby authorized to be expended from 1995, 1999 Voted Streets and Highways Fund, no. 704, for the Transportation Division, Dept./Div. 59-09, OCA Code 643031, Object Level Three 6631 and project 440104        
 
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
