Explanation
 
BACKGROUND:      The Columbus Health Department has been awarded a grant from the Centers for Disease Control, through the Center for Health Training.  This ordinance is needed to accept and appropriate $15,000 in grant money to fund the Quality of Care (QOC) in STD Clinics grant program.
 
The Quality of Care (QOC) in STD Clinics grant program enables the Columbus Health Department to participate as a pilot site in monitoring the QOC in STD Clinics.  The overall goal of this pilot program is to use the data and experiences from the pilot sites to inform next steps in the development and implementation of national QOC recommendations for STD clinics.
 
This grant is for the period beginning July 1, 2008 and will be ongoing.
 
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.
 
FISCAL IMPACT:      This program is entirely funded by the Centers for Disease Control, through the Center for Health Training, and does not generate revenue nor require a City match.

Body
 
WHEREAS,      $15,000 in grant funds have been made available through the Centers for Disease Control, through the Center for Health Training for the Quality of Care (QOC) in STD Clinics grant program; and,
 
      WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to accept and appropriate these grant funds for the immediate preservation of the public health, peace, property, safety and welfare, and to avoid any delays in providing program services; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That the Columbus Health Department is hereby authorized and directed to accept a grant award of $15,000 from the Centers for Disease Control, through the Center for Health Training, for the Quality of Care (QOC) in STD Clinics grant program, for the period beginning July 1, 2008 through ongoing.
 
SECTION 2.  That from the monies in the Fund known as the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said fund from any and all sources during the 12 months ending December 31, 2008, the sum of $15,000 is hereby appropriated to the Health Department, Department No. 50-01, as follows:

SECTION 3.      That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
