Explanation
Background:
Ordinance No. 3101-2025, passed by Columbus City Council on December 8, 2025, authorized the Department of Neighborhoods to enter into a grant agreement with Greater Linden Business Network in support of the Linden Economic Development Alliance (LEDA). LEDA is a new non-profit Economic Community Development Corporation in Linden.
After ordinance passage it was determined that transitioning the grant to Community Shares of Mid Ohio, a non-profit with experience providing fiscal and administrative support to new non-profits, would be a better fit to support LEDA while it works to implement grant objectives and finalize its 501c3 nonprofit status.
The name of the correct recipient for this grant agreement is Community Shares of Mid Ohio.
Fiscal Impact: No additional funding is required.
Emergency Justification: Emergency action is requested in order to prevent delays in on-going projects needed to advance community plan implementation.

To amend Ordinance No. 3101-2025, passed by Columbus City Council on December 8, 2025, to change the Linden Economic Development Alliance's fiscal agent from Greater Linden Business Network to Community Shares of Mid Ohio for the implementation of the One Linden Plan; and to declare an emergency. WHEREAS, Ordinance No. 3101-2025, passed by Columbus City Council on December 8, 2025, authorized the Director of the Department of Neighborhoods to enter into a grant agreement in support of the Linden Economic Development Alliance (LEDA); and
WHEREAS, after the ordinance passage it was determined that LEDA needed an experienced non-profit fiscal agent with the ability to provide new non-profits fiscal and administrative support; and
WHEREAS, the Director of the Department of Neighborhoods requests that Ordinance 3101-2025 be amended in order to modify the organization name; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to amend Ordinance 3101-2025, passed by Columbus City Council on December 8, 2025 to prevent delays in on-going projects needed to advance community plan implementation, all for the immediate preservation of the public health, peace, property, safety, and welfare; and, NOW THEREFORE.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Title of Ordinance No. 3101-2025, passed by Columbus City Council on December 8, 2025, be amended to read as follows with additions in underline and deletions in strikethrough:
To authorize the Director of the Department of Neighborhoods to enter into a grant agreement with Greater Linden Business Network Community Shares of Mid Ohio in support of Linden Economic Development Alliance for the implementation of the One Linden Plan; and to authorize the expenditures from the Department of Neighborhoods General Fund; and to authorize the payment of food and non-alcoholic beverage; and to allow advance funding per a predetermined schedule. ($194,000.00)
SECTION 2. That Section 1 of Ordinance 3101-2025 is hereby amended as follows, with additions in underline and deletions in strikethrough:
SECTION 1. That the Director of the Department of Neighborhoods is hereby authorized to enter into a grant agreement with Greater Linden Business Network Community Shares of Mid Ohio in support of Linden Economic Development Alliance starting January 1, 2026 and is authorized to advance funds per a schedule to be included in the agreement.
SECTION 3. That existing Title, Section 1 of Ordinance No. 3101-2025 and all references in the Background section and recitals of Ordinance No. 3101-2025 inconsistent with this ordinance are hereby repealed.
SECTION 4. That all provisions of Ordinance No. 3101-2025 not expressly repealed herein shall remain in full force and effect.
SECTION 5. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
