Explanation

TO THE HONORABLE MEMBERS OF COUNCIL:
Background: In July of this year to prevent further reduction of Municipal Court Clerk General Fund staff, the cost of two Deputy Clerks was justifiably transferred to the Clerk Computer Special Revenue Fund. As expected, this transfer created a projected shortfall in the Special Revenue Fund Object Level One 01 2003 appropriations. Passage of this Ordinance will mitigate the projected deficit.
Fiscal Impact: There are ample surplus funds in the Clerk Computer Special Revenue Fund 2003 appropriations to allow for this transfer.

To authorize and direct the City Auditor to transfer $35,000.00 within the Municipal Court Clerk Computer Special Revenue Fund for the purpose of mitigating a projected shortfall in payroll costs and to declare an emergency. ($35,000.00)

Whereas, to prevent further layoffs in the Clerks General Fund staffing, the cost of two Deputy Clerks was justifiably transferred to the Computer Special Revenue Fund; and
Whereas, as expected, this transfer of staff cost created a projected shortfall in this funds Object Level One 01 2003 appropriations; and
Whereas, it is now necessary to effect a transfer to mitigate the projected shortfall; and
Whereas, an emergency exists in the daily operation of the Municipal Court Clerk office in that it is immediately necessary to transfer the aforementioned funds, thereby preserving the public health, peace, property, safety and welfare; now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor be and is hereby authorized and directed to transfer $35,000.00 within the Municipal Court Clerk Computer Special Revenue Fund as follows.

Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
